1. ORAL COMMENTS FROM THE PUBLIC

Michele Stockman sent an email expressing concern about a possible 50% increase in water and sewer bills. She lives in a mobile home park and is on a fixed income, so the hike would be difficult for her and her husband. She apologized for sending the initial email to the wrong person and clarified that their bill is eventually sent to the City of Fortuna.

… or, as a scene from a thriller!

The camera pans across a dark, cluttered living room, focusing on an elderly woman, Ashley Chambers, frantically typing an email on her computer. She looks worried as she reads the email from Michele Stockman about the proposed water and sewer bill hike.

Suddenly, a knock at the door startles Ashley, causing her to jump in her seat. She cautiously approaches the door, peering through the peephole to see a figure standing outside. Reluctantly, she opens the door to find a shadowy figure standing on her doorstep.

The figure, a man in a dark trench coat, steps inside without waiting for an invitation. Ashley’s heart races as she tries to remain calm, questioning the stranger’s presence in her home.

“What do you want?” Ashley asks, her voice trembling.

The man stares at her with cold, unfeeling eyes. “I’m here to talk about your concerns regarding the water and sewer bill hike,” he says in a monotone voice.

Ashley’s eyes widen in fear as she realizes the man knows about the email she received from Michele Stockman. Before she can react, the man lunges towards her, pinning her against the wall with a menacing glare.

“You’re getting too involved, Ashley,” the man hisses. “You need to stay out of things that don’t concern you.”

Ashley struggles against the man’s grip, crying out for help as he presses a hand over her mouth to silence her. The room fills with tension as Ashley fights back against her attacker, desperately trying to break free.

Just as it seems all hope is lost, a sudden crash echoes through the room as Ashley’s neighbor bursts through the door, wielding a baseball bat. The man turns to face the new threat, giving Ashley the opportunity to break free and flee to safety.

As the neighbor and the mysterious man engage in a violent struggle, Ashley watches in horror, knowing that she narrowly escaped a dangerous situation. With her heart pounding in her chest, she realizes just how deeply she’s entangled in a web of secrets and danger, unsure of who she can trust.

a. Measure E Committee Recommendations to Council for Fiscal Year (FY) 2024-25 Measure E Funds

The Measure E Committee has recommended how to spend $1,933,000 in Measure E funds for the upcoming fiscal year. This includes additional positions in various city departments and covering a general fund deficit. The City Council is asked to approve these recommendations. A committee member will present the funding list to the City Council for any questions. The Council is recommended to receive the committee’s recommendations as an informational item.

… or, as Star Trek fan fiction!

Captain James T. Kirk sat in his captain’s chair on the bridge of the USS Enterprise, reviewing the latest report from the Measure E Independent Advisory Committee. As the crew continued their mission to explore strange new worlds and seek out new life and civilizations, Kirk couldn’t help but think about the impact of the committee’s recommendations on the city of Fortuna.

“Spock, what do you make of this?” Kirk asked, turning to his trusty First Officer.

Spock raised an eyebrow as he studied the report. “It appears that the Measure E Committee has allocated funds for various positions and programs within the city, including park and recreation staff, police officers, and funds to cover a general fund deficit.”

Kirk nodded, contemplating the implications of the committee’s decisions. “It’s crucial for a city to have proper funding for essential services. Without it, chaos could ensue.”

“Indeed, Captain,” Spock agreed. “The allocation of resources is a delicate balance that must be carefully maintained.”

As the Enterprise continued its journey through the galaxy, Kirk couldn’t help but wonder how the decisions made by the Measure E Committee would impact the residents of Fortuna. Would the additional police officers make the city safer? Would the park and recreation programs enrich the lives of its citizens?

Only time would tell, but Kirk knew one thing for certain – as long as the Measure E Committee continued to prioritize the well-being of the city, Fortuna would thrive. And as a captain dedicated to exploring new worlds and protecting the innocent, Kirk was grateful for their dedication to serving the community. With a smile, he turned his gaze back to the stars, ready to face whatever challenges lay ahead.

e. Review and Provide Direction to Staff Regarding the Transaction and Use Tax Measure Ballot Title and Ballot Question

The City Council is discussing a proposal to increase the city’s transaction and use tax. They need to decide on the wording that will appear on the ballot for voters to approve the tax increase. The proposed increase would provide more funding for essential services like police, roads, parks, and programs for youth and seniors. The Council has some options for wording the ballot question and must make a decision on this matter. The Council will listen to staff presentations, public comments, and then decide on the wording for the ballot question.
