A. 4378 : Approve a Design Review Permit and Minor Use Permit for a proposed multifamily development on vacant land at the southeast corner of 12th and I Streets; File No. 234-003-DR-MUP

A proposal for a new eight-unit multifamily development is being presented to the Planning Commission. The development includes site modifications and exceeds the height limit by two feet. The project also includes two state accessory dwelling units. The proposal meets most design standards and is compatible with the surrounding area. The project qualifies for a California Environmental Quality Act exemption. Staff recommends the Commission approve the project with conditions.

As the Planning Commission meeting approached, tensions were high for Emma, the lead architect on the proposed multifamily development project at 12th and I Streets. As they stepped out into the cool evening air, Luke turned to Emma with a small smile playing on his lips. “Would you like to grab a coffee sometime?” he asked, his eyes sparkling with hidden depths.

Emma’s heart leaped with joy. It seemed that their work together was only the beginning of something much more profound. With a shy smile, she nodded, her cheeks flushing with warmth.

And so, as they walked side by side down the bustling streets of Arcata Heights, Emma knew that this multifamily development project had led her to a new and unexpected chapter in her life - one filled with love, passion, and the promise of a future she never could have imagined.

B. 4373 : General Plan and Gateway Code Environmental Impact Report Public Comment Hearing

The Planning Commission is holding a meeting for public comment on the Draft Environmental Impact Report for the General Plan and Form-based Code. The public can provide feedback on the report until March 18, 2024. The purpose of the meeting is to allow people to share their thoughts and concerns about the report directly with the Planning Commission. Written comments can also be submitted for inclusion in the Final EIR.

Welcome to “The Beast” with Merv Tarkington, your favorite conservative voice on the airwaves. Today, we’re talking about the recent Planning Commission meeting in our fair city, where they discussed the General Plan and Gateway Code Environmental Impact Report.

Now, I don’t know about you folks, but when I hear about environmental impact reports, I can’t help but roll my eyes. It’s always the same old song and dance - the liberals wringing their hands over every little detail, while the rest of us just want to get things done.

But here’s the kicker - the public comment period for this report extends through March 18th. That’s right, folks, they want to hear from you. And while oral comments won’t be transcribed, written comments will be included in the final report. So if you’ve got something to say, now’s your chance to speak up.

And let me tell you, I’ve seen my fair share of these public comment meetings, and they always turn into a circus. You’ve got the tree-huggers, the social justice warriors, and every other liberal loony tune you can think of, all grandstanding and virtue signaling to try and make themselves look good.

But you know what? I’ve had enough of it. It’s time for us conservatives to stand up and be heard. We’re the silent majority, and it’s time for us to take back our city from these radical leftists who want to control every aspect of our lives.

So don’t just sit there and let them run the show. Write in, call in, do whatever it takes to make your voice heard. Because if we don’t, we’ll wake up one day to find that our freedoms have been eroded away by a bunch of bureaucrats who think they know what’s best for us.

6. BUSINESS ITEMS.

1. 4375 : Consider Outstanding General Plan Recommendations

The Director of Community Development is recommending that the Planning Commission open public comment and consider outstanding recommendations for the General Plan. They will make a formal recommendation to the Council in April or May based on discussions since January. The Commission should consider topics raised by Commissioners and the public and use a Framework to facilitate decision making. The staff will compile final edits for Council consideration. The recommendation will have no impact on environmental review. The December 12, 2023, version of the General Plan is available for reference.

Title: Consider Outstanding General Plan Recommendations

Ingredients:

- Public comments
- Commissioner comments
- General Plan Updates from December 12, 2023

Instructions:

1. Open public comment at the Planning Commission meeting.
2. Use the Framework provided to consider outstanding recommendations for the final General Plan.
3. Provide direction as necessary based on discussions held since January.
4. Review topics raised by Commissioners and the public, referencing Attachments A, B, and C.
5. Incorporate staff recommendations from the tracking sheet (Attachment A).
6. Provide oral recommendations on Commissioner Mayer’s suggestions.
7. Modify the Framework for efficiency: Use the tracking sheet as the Discussion Guide and consider the staff recommendation column as “consent” matters.
8. Adopt recommendations with one motion, removing any items as necessary.
9. Use the rest of the Framework to determine further discussion on removed items through negative polling.
10. Compile final edits for Council consideration based on the Commission’s decisions.
11. Reference the General Plan Updates from December 12, 2023 for additional information.
12. Consider environmental impacts if alternative decisions are made, with staff providing input on environmental review.

Note: The staff recommendation will have no impact on environmental review unless alternative decisions are considered. More information can be found in the attachments provided.
