1. Target One-Year Extension Location: 2525 4th Street; APN: 002-201-008 Project: One-Year Extension (ER-23-0001) of Minor Subdivision (SDMN-21-0004), Conditional

The Planning Commission is considering a request for a one-year extension on the approvals for a drive-through restaurant and associated subdivision at 2525 4th Street. The applicant wants to extend the expiration date of the approvals, which are currently set to expire in December 2023, to December 2024. The project involves dividing the property into two parcels, with one parcel retaining the existing Target Retail Store and the other parcel being developed into a drive-through restaurant. The extensions are necessary because the building plans for the restaurant cannot be approved until the subdivision is recorded. The request for extension has been found to be in compliance with relevant zoning and environmental regulations. Hear ye, hear ye! I stand before you today to bring you important news from the Planning Commission. A request for a one-year extension has been made for the Target One-Year Extension project, which includes the Extension of Minor Subdivision, Conditional Use Permit, and Coastal Development Permit. This project is located at 2525 4th Street and the property owner is Tab Johnson for Target.

The purpose of this extension is to allow for the completion of the drive-through restaurant and associated subdivision. The previous approvals for this project are set to expire in December 2023, and the applicant, Kristine Simmons, on behalf of Rich Development, is seeking an extension until December 22, 2024.

The proposed project involves the subdivision of the existing 11.58-acre “Target” parcel into two parcels. Parcel 1, which is 10.8 acres, will retain the existing Target Retail Store and required off-street parking. Parcel 2, which is 0.78 acres, will be developed with the drive-through restaurant, complete with parking, landscaping, a patio, and a two-lane drive-through.

The staff report states that the extension request was submitted within the required timeframe and provides valid reasons for the delay in completing the subdivision. The Planning Commission has determined that this project qualifies for exemptions under the California Environmental Quality Act, as it meets the requirements for minor land divisions and infill development projects.

To move forward with this extension, a public hearing will be held and a resolution will be adopted to approve the extension with conditions. This resolution will allow for the extension of the tentative parcel map, conditional use permit, and coastal development permit until December 22, 2024.
