Humboldt County is part of a larger entity called a “State”

Is cultivation of over 10,000 SQ.ft. allowed by the State of California? Are there grows larger than 10,000 ft. elsewhere in CA? Does limiting a Humboldt grow to under 10,000 ft help them compete with larger grows elsewhere in the State? How many agencies regulate a cannabis farm in CA?

Cultivation site size is a county issue.  Mendocino, which has a very similar environment, has never let cultivation sites get larger than 10,000. Sq. ft.  Some other counties allow 50 and 100 acre grow sites.  This has lead to overproduction, price crashes, and lower quality product, corporate ownerships and a overused aquifers.

Yes.  Yes.  Helps compete with others producing the ‘Humboldt’ brand.  Limiting the number of Humboldt permits, gives small grower a higher share of the market for ‘Humboldt’ brand. 

Humboldt County is to pot as Napa is to wine.  In a world of overproduction and plenty of low quality weed the name of Humboldt is valuable, just as Napa wines are valued for their quality. Humboldt does not need more production just cleaner good quality weed and a smart marketing strategy.

Never counted the number of agencies related to cannabis in California.  Sorry.
