He asks Fleming to reveal her vote history, which makes sense as it was the civil liberties hour. When she refuses on voter privacy grounds, the mystery caller concludes with a flourish that a Fleming administration would be rife with such evasiveness and opacity. And then, with a cackle, he disappears in a cloud of smoke. (Okay, not really.)
