Occurred on 11TH St, Fortuna. Rp lives out of area, wanting to report her vehicle as stolen. Her brother was given permission to drive it. Brother was arrested, and now he cannot locate vehicle. Per previous history with the vehicle, vehicle was parked halfway into the bushes at DD's Steakhouse during the arrest. Vehicle was not towed. Manager wanted it removed. Later the vehicle was reportedly idling unoccupied on 3rd street, with possible vandalism. 5B70 responded, turned off vehicle, and unscrewed battery cable to deter subjects from stealing the vehicle. Has had a local taxi cab driver come to his house to deliver a note from Kingston which has a phone number for him to call. The number has been blocked on the RP's home.
