Headwaters Fund - Grants and Loans
The fund provides grants and loans for large infrastructure projects that will result in permanent and tangible economic benefits to the community. There is approximately $2 million in this fund.
The Grant Fund supports public and non-profit projects benefiting industry clusters with the goal of increasing the number of private-sector jobs.
Mini-Grants are awarded in support of community events and innovative projects which positively impact Humboldt’s economy. Awards are usually in the $1,000 to $1,500 range.

At The Job Market, job seekers and employers can access the services and support of over thirty collaborative workforce partners. The partner’s three main focal points are workforce preparation, economic development, and School-to-Career.

Project Trellis
Cannabis Business Micro-Grants Program
The Project Trellis Cannabis Business Micro-grants are a competitive grant program designed to reinvest Measure S taxes by helping to fund projects proposed by members of Humboldt County’s cannabis community. Funding is available to cannabis businesses and cannabis support businesses in awards of up to $10,000 each. Additionally, cooperatives, associations and mutual benefit nonprofits corporations can apply for awards of up to $50,000. Cannabis business micro-grants are available on an annual basis.
Cannabis Local Equity Program
The Project Trellis Cannabis Local Equity Program strives to alleviate some of the impact from the criminalization of cannabis in Humboldt County. Through local Measure S funds, as well as, funds awarded by the Bureau of Cannabis Control and The Governor’s Office of Business, the County of Humboldt Local Equity Program provides support to eligible applicants in the form of grants, fee assistance and technical assistance. The intention of the Local Equity Program is to help certain populations and neighborhoods, particularly small growers and those impacted from past policies that may be left behind, into a legal, sustainable economic future.
Cannabis Marketing Program
The Project Trellis Cannabis Marketing Program is funded by Measure S tax revenue, to create a unified marketing message and brand for Humboldt County Cannabis. Currently the program is preparing to launch a Request For Proposals (RFP) for a Humboldt County-based non-profit to administer the marketing initiative, which is to be guided by the findings and recommendations of the Humboldt County Marketing Assessment.
