Trucks and CARB

At a recent HCSD board meeting, the board of directors unanimously approved the purchase of two trucks for a total cost of nearly a half a million dollars.  The trucks are being replaced because of CARB regulations even though one of the trucks is a 2010 and only has 30,000 miles.  The California legislature is currently working on mandates that will require the purchase of zero emissions trucks.

Do you support this kind of legislation that requires small districts to spend rate payers money to replace perfectly serviceable equipment or do without?  Please elaborate on your reasoning.
