Murl Harpham, interim chief of the Eureka Police Department, took issue with the idea that the EPD was run by “tough cops” before the arrival of ex-Chief Garr Nielsen. He declined to get into too many specifics about Nielsen’s tenure, though he said that Nielsen didn’t adhere so well to the traditional “chain-of-command” style of police agency management.
