UPDATE 6:51 A.M.: One way controlled traffic instituted.

According to the CHP, at around 6:15 this morning a big rig has rolled over on Hwy 199 which wends east of Crescent City.  The north bound lane is blocked by the vehicle. The driver is trapped but still conscious.
