I live at 6th and P in Eureka I was crossing the street to walk my dog. There was a greay mustang coming down the road really fast. 6th He stopped in front of this house across the street. 
Then he sped off. THere was aflash of light an explosion and  then smoke. The house is facing on 6th. The flash was towards the back of the house. It went up about 2 feet above the house. Lots of people saw the light. There was tons of smoke. Smell like gunpowder. not like fireworks it was a funny chemical smell it was really strong. I thought it  Between the car dealshiop and the blue house. It looked like the smoke was coming from the electrical pole that was there. The powerpole was in the center of the smoke. There was a lot of smoke it covered the whole top of the building for a second. As I called 911 dispatcher. it looked like something was on fire. An epd car went by. The Dispatcher said she would keep calling. 15 people started coming down about 5 minutes later.

3/9 about 9:30 about 45 minutes before the earthquake.
