Eureka Police Department press release: 

On May 22, 2018, at about 3:19 p.m., officers with the Eureka Police Department (EPD) responded to the area of H and 8th Streets for the report of an in progress theft of vehicle. The victim had heard his vehicle start up and ran out and stopped the male driver and female passenger. The victim detained the male driver with assistance from others and the female passenger walked away before officers arrived.

Once on scene, officers identified the male suspect as 36 year old Matthew Leach of Oregon. The female was located a few blocks away and identified as 45 year old Rowena Hardy of Dunsmuir. Both were in possession of burglary tools and stolen mail. The vehicle was not damaged and was released to the victim on scene.

Leach and Hardy were arrested and transported to the Humboldt County Correctional Facility. Leach was booked for vehicle theft and possession of burglary tools. Hardy was booked for possession of burglary tools and possession of stolen property.
