On Feb. 28, 2020, at about 11 p.m., Humboldt County Sheriff’s deputies on patrol in the area of Highway 96 near Orleans attempted to conduct a routine traffic stop for a vehicle code violation.

The suspect vehicle failed to yield to deputies and fled at a high rate of speed. Deputies lost sight of the vehicle and continued onto Red Cap Road in an attempt to locate the vehicle. Deputies traveled approximately two miles on Red Cap Road when they located the suspect vehicle partially over an embankment.

Inside the vehicle deputies located the suspect, 41-year-old Ulysses Carter McLaughlin, and a child. Both McLaughlin and the child were uninjured.

During a search of McLaughlin, deputies located three loaded firearm magazines and loose ammunition. Just outside of the vehicle, deputies located two loaded firearms. Inside the vehicle, deputies located an additional magazine and ammunition.

McLaughlin was arrested and booked into the Humboldt County Correctional Facility on charges of felon in possession of a firearm (PC 29800(a)), prohibited person in possession of ammunition (PC 30305(a)), possession of a magazine (PC 32310) and child endangerment (PC 273a(a)).

The child was placed in safe custody.
