OLD NEW ARCATA ROAD: Arcata City Council to Consider Awarding Construction Contract for Old Arcata Road Improvement Project During Tonight’s Meeting

Those who live near or often travel along Old Arcata Road know that it has some issues, including being cracked, bumpy and lacking adequate bike lanes or walkways, that the City of Arcata has been planning to address for years. Now, after the Arcata City Council approved the Old Arcata Road Improvement Project early last year, the council will consider approving the final design and awarding the construction contract for the project during tonight’s meeting.
The project will make improvements to roughly one mile of Old Arcata Road, between the end of Samoa Boulevard and extending just past Jacoby Creek Road, and will include repaving the roadway, adding bike lanes and extending the sidewalks. The biggest change, and the most controversial part of the project, is the plan to construct a new roundabout at the Jacoby Creek Road intersection, along with crosswalks, paved walkways, additional lighting and signs connected to the roundabout.
Some community members were not very happy with the proposed roundabout and urged the council not to approve the design. A group calling itself Bayside Cares wrote multiple letters of opposition to the project – specifically the proposed roundabout – bringing up multiple issues with safety, potential historic landmark impacts and wetland impacts, which led to several delays in the approval process. But the council (which then included Councilmembers Stacy Atkins-Salzar, Sarah Schaefer, Meredith Matthews, Emily Goldstein and Brett Watson) felt that the project was badly needed and ultimately voted 4-0 to approve the project, with Watson abstaining.
At the time of the council’s approval, the design plans were only 30 percent complete. Tonight the council will get a chance to review the 100 percent complete design. Assuming that the councilmembers approve of the complete design, they will vote on awarding a construction contract with local contracting company GR Sundberg, Inc in the amount of $5,996,109, and authorize the to contract amount to be raised by an additional $179,883 to cover any “unforeseen contingencies and additional work as necessary,” the staff report states. The money will come from both Arcata’s Measure G funds and SB1 funds for street improvements projects.
If the council approves the contract the city manager will execute all the necessary documents and work could start as early as this month and be completed as soon as February 2024. The City also mentions that community members will be made aware of the construction plans before work begins.
“If a contract is presently awarded, work will commence on or after September 20, 2023, and should be completed within 150 working days after starting,” the staff report states. “Prior to issuing a Notice-to-Proceed to the Contractor, public notifications will be made by the City and the Contractor to potentially impacted residents/businesses to inform them of construction activities, possible parking restrictions, and detours/traffic control.”

John Stevens dove headfirst into his investigation. He started by gathering information about the City Council’s decision-making process and reviewing all the documents related to the transition. He studied the background of Attorney Diamond, looking for any clues that might hint at hidden motives.
Days turned into weeks as John tirelessly pieced together a puzzle that seemed to grow more complex with each new lead. He interviewed past and present council members, City Hall staff, and even some of Attorney Diamond’s clients. Yet, the question lingered in the back of his mind: Why was this transition happening?
CHAPTER 5: THE BREAKTHROUGH
One evening, as John was reviewing a stack of City Council meeting minutes, a familiar name caught his eye. It was mentioned in passing during a meeting months ago, an offhand remark that seemed insignificant at the time. But now, it held the key to unraveling the mystery.
