The Finance Director is recommending that the City Council approve the list of payments made from September 7 to September 20, 2024. The list includes checks and electronic payments that were made in accordance with the city’s budget. The Council does not need to audit these payments before they are made, but they are being presented for approval at the next meeting.

D. 4520 : Approve Project Plans and Award a Construction Contract for the Arcata Library Improvement Project to Adams Commercial General Contracting, Inc. in the Amount of $266,034; Authorize the City Manager to Increase the Contract Amount by up to $21,282.72 (8 Percent, for a Total of $287,316.72); and Authorize the City Manager to Execute All Applicable Documents.

The City Council is being asked to approve a construction contract for improvements to the Arcata Library. The project will focus on making the library more accessible for customers and employees. The lowest bidder, Adams Commercial General Contracting, is being recommended for the job. The project is funded by grants and the City’s budget for the fiscal year. Construction is expected to start in October and be completed by January.

E. 4523 : Approve and Award a Construction Contract for the 2024 Arcata Sanitary Sewer CCTV Project to National Plant Services, Inc. in the Amount of $332,667; Authorize the City Engineer to Increase the Contract Amount by up to $66,533.40 (20 Percent, for a Total Not to Exceed $399,200.40) to Allow for Any Unforeseen Contingencies and Additional CCTV Work as Necessary; and Authorize the City Manager to Execute All Applicable Documents.

The city engineer is recommending that the city council approve a construction contract for a sewer project to National Plant Services, Inc. for $332,667. The project aims to repair damaged sewer lines and reduce the infiltration of external water into the system. The work is expected to start on October 24, 2024 and be completed within 45 working days. The project is budgeted within the allocation for the fiscal years and will be funded through grants and a low-interest loan. The project is exempt from the California Environmental Quality Act.

Listen up, Mayor and City Council Members! Netra Khatri, the City Engineer, has a plan to fix up Arcata’s sewer system once and for all! We’re talking about infiltration and inflow causing chaos in the sanitary sewer network, leading to overflows and all sorts of problems. But fear not, because National Plant Services, Inc. is here to save the day with a construction contract worth $332,667!

The project involves sewer cleaning, Closed Caption Televising (CCTV), and reporting on the condition of manholes and pipes. With bids from various contractors, National Plant Services, Inc. came in with the lowest bid and is ready to get to work. So let’s approve this contract, authorize City Engineer to handle any surprises, and let the City Manager handle all the paperwork.

And let me tell you, this project is a big deal! Years of studies have shown damage to Arcata’s sewer system, and it’s time to take action. The City is ready to shell out $12M to $15M to fix things up, and this CCTV project is just the beginning. F. 4521 : Adopt Resolution No. 245-10, A Resolution of the City Council of the City of Arcata Adopting the MORE Mobilehome Rehabilitation Program Guidelines.

The City Council of Arcata is being recommended to adopt Resolution No. 245-10 to implement the MORE Mobilehome Rehabilitation Program Guidelines. The program received $3,000,000 in funding from the California Department of Housing and Community Development to help residents with health and safety violations in mobile homes. The program will provide funding for eligible rehabilitation, accessibility upgrades, and energy efficiency upgrades, with grants awarded to qualified residents. 17% of the grant award will be used for administrative costs. Environmental review will be conducted for each grant.

A. 4524 : Public Scoping Hearing for Potential Projects for Funding Under the State Community Development Block Grant (CDBG) 2024 Notice of Funding Availability (NOFA).

The City Council is considering applying for funding from the Community Development Block Grant (CDBG) Program for 2024. The grant offers approximately $34 million for housing, economic development, planning, and public services. The council must hold a public hearing, identify eligible projects, and submit applications by December 30, 2024. The city currently has two active CDBG grants for economic development and planning activities. The council must review potential projects and programs and decide which ones to apply for.
