C. 4558 : Bi-Weekly Report on Disbursements.

The finance director is recommending that the city council approve the disbursements for the period of October 26, 2024, through November 8, 2024. This means they are asking for permission to pay the bills and expenses that were approved in the city’s budget. The checks and electronic payments listed in the report have already been paid, but they need official approval from the city council.

D. 4557 : Adopt Resolution No. 245-17 Authorizing the City Manager to File a Financial Assistance Application with the State Water Resources Control Board to Fund the City's Steel Waterline Replacement Project; and Adopt Resolution No. 245-18 Stating the Intent to Reimburse Expenditures by the State Water Resources Control Board Made in Support of the City's Steel Waterline Replacement Project.

The city council is being asked to approve two resolutions to apply for funding from the State Water Resources Control Board for a project to replace old steel waterlines in Arcata. The project will cost approximately $14.5 million and aims to reduce the costs associated with repairing old waterlines and extend the life of the water distribution system. The project is expected to be funded in part by a low-interest loan from the state. The council must approve the resolutions before any financial agreement can be made with the state. The project is necessary because the existing steel waterlines are old, unreliable, and frequently break, leading to costly repairs and maintenance. The project is also deemed environmentally exempt under the California Environment Quality Act.

A. 4556 : Consider Adopting Resolution No. 245-15 Authorizing the Submission of a Streamlined Application for Funding Under the Permanent Local Housing Allocation Program (PLHA) Notice of Funds Availability (NOFA) 2024 and Amended PLHA Plan.

The City Council is being asked to approve a resolution to apply for funding under the Permanent Local Housing Allocation Program (PLHA). The funding would be used for affordable housing projects in the city. The Department of Housing and Community Development requires a streamlined application to access previous allocations of funds. The proposed projects include housing development, accessibility modifications, and homeownership opportunities. There will be minimal impact on the environment, and administrative costs are allowed up to 5% of the funding award. The Council is recommended to approve the resolution and amended PLHA plan.
