B. 4562 : Bi-Weekly Report on Disbursements.

The city’s Finance Director, Tabatha Miller, is recommending that the City Council approve the disbursements listing for the period of November 9, 2024, through November 22, 2024. This means they want to make sure the checks and electronic payments made during this time were in line with the budget set by the City Council. The attached Disbursements Listing shows all the payments made during this time period.

Tabatha Miller: Of course, Moe. This report is just a listing of checks and electronic payments that have been made within a two-week period, all in accordance with the city council’s budget.

Moe Hogan: Ah, I see. So, basically, it’s like a financial snapshot of where the money is going.

Tabatha Miller: Exactly, you hit the nail on the head.

Moe Hogan: Now, Tabatha, do you think there’s anything fishy going on with these disbursements? Any secret shenanigans happening behind closed doors?

Tabatha Miller: No, Moe, everything is above board and transparent. The checks and payments are all certified by me as conforming to the approved budget.

Moe Hogan: Well, that’s good to hear. But you know me, Tabatha, I’m always a bit skeptical. I like to question everything. That’s why they call me the conspiracy king.

Tabatha Miller: (chuckles) I understand, Moe. But rest assured, there are no conspiracies here.

C. 4561 : Adopt Resolution No. 245-16, A Resolution of the City Council of the City of Arcata Amending the Class and Pay Resolution—Compensation & Benefits for Hourly Rated Part-Time, Temporary, and Seasonal Personnel.

The city council is recommending a resolution to update the compensation and benefits for part-time, temporary, and seasonal employees in the city of Arcata. This includes an increase in the minimum wage to $16.50 per hour starting on January 1, 2025, and the addition of bereavement leave for eligible employees. The city is also expanding its Employee Assistance Program to provide more support to its employees. The estimated fiscal impact for the rest of the fiscal year is an additional $20,000.

D. 4559 : Authorize Operating Subsidy Loans to Homekey Partners Arcata Valley West Boulevard LLC and The Grove at Valley West LLC in an Amount not to Exceed $260,000 Total; and Find this Action to be Exempt from the California Environmental Quality Act (CEQA).

The City Council is being asked to approve loans to two housing projects to help with operations funding. The projects, operated by Danco Communities and Arcata House Partnership, were awarded funds that were not enough to fully cover supportive services. The loans would come from the city’s Permanent Local Housing Allocation funds. This action is recommended to ensure the projects can continue to provide housing for formerly homeless individuals.

Dear brothers and sisters in Christ,

Today, I come before you with a heavy heart as I have just received a report from the City Council meeting regarding the need for operating subsidy loans for our Homekey partners, Arcata Valley West Boulevard LLC and The Grove at Valley West LLC. These projects, aimed at providing supportive housing for formerly homeless individuals, are in need of financial support to bridge the gap in operations funding.

As a community, it is our duty to help those in need and to support initiatives that aim to provide housing and support services for the vulnerable in our society. The Homekey projects were awarded operational funds that were insufficient to fully fund the required services for a minimum of 5 years. It is crucial that we step in to provide the necessary financial support to ensure that these projects can continue to provide shelter and services to those in need.

The City has approximately $260,000 in Permanent Local Housing Allocation funds that must be spent by April of 2025. If these funds are not used, they will be redistributed to other jurisdictions. By providing operating subsidy loans to our Homekey partners, we can not only support those in need within our community, but also ensure that the City retains these critical funds for housing development.

As a church, it is our duty to support those in need and to be a beacon of hope and love in our community. I urge you all to pray for our Homekey partners and for those who are in need of housing and support services. Let us come together as a community to support these important initiatives and to show our compassion and generosity towards those who are less fortunate.

May God bless our efforts to support the vulnerable in our community and may He guide us in our decision-making as we strive to make a positive impact in the lives of those in need. Amen.
