C. 4554 : 1) Adopt Resolution No. 245-23, A Resolution of the City Council of the City of Arcata Amending the Class and Pay Resolution—Arcata Police Association; and 2) Adopt Resolution No. 245-24, A Resolution of the City Council of the City of Arcata Amending the Class and Pay Resolution—International Union of Operating Engineers Local No. 3.

The city council is considering reclassifying jobs within the police department and environmental services department. The reclassification would change the job titles and salary ranges for certain positions. The changes are based on the need for more advanced skills in handling evidence and compliance with regulations. The reclassification would result in an additional cost to the city for the fiscal year. Operating Engineers and the Arcata Police Association have been informed about the proposed changes and have had the opportunity to provide feedback.

A. 4567 : Adopt Resolution No. 245-21 Authorizing the City Manager to Execute Agreements with the California Department of Tax and Fee Administration (CDTFA) for Implementation of a Local Transactions and Use Tax; and Adopt Resolution No. 245-22 Authorizing Examination of Sales or Transactions and Use Tax Records.

The city council is recommending two resolutions to authorize the City Manager to execute agreements with the California Department of Tax and Fee Administration (CDTFA) for implementing a local transactions and use tax approved by voters in Arcata. The tax is expected to generate $2.6 million annually in revenue for the city. The resolutions also allow certain city officials to review confidential tax data.

(The scene takes place in a meeting room in City Hall. The room is filled with concerned citizens and city council members. Tabatha Miller, the Finance Director, stands at a podium, addressing the council and audience.)

Tabatha Miller: (speaking with authority) Ladies and gentlemen, as you are all aware, the City of Arcata recently approved Measure H, a local transactions and use tax. In order to effectively implement this tax, we must adopt Resolution No. 245-21 authorizing the City Manager to execute agreements with the California Department of Tax and Fee Administration.

COUNCIL MEMBER 1: (standing up) What does this mean for the residents of Arcata? Will we be seeing an increase in our taxes?

Tabatha Miller: (nodding) Yes, there will be a ¾ of a cent increase in the local transactions and use tax. This is estimated to generate $2.6 million annually in General Fund revenue for the city.

COUNCIL MEMBER 2: (looking concerned) And what about the administrative fees associated with this tax collection?

Tabatha Miller: (holding up a document) The CDTFA does retain a small administrative fee for their services. It is projected to be approximately $21,000 for the upcoming fiscal year.

COUNCIL MEMBER 3: (raising a hand) What safeguards are in place to protect the confidentiality of our tax records?

Tabatha Miller: (pointing to Resolution No. 245-22) Resolution No. 245-22 authorizes certain City Officials to examine sales or transactions and use tax records. We take the confidentiality of this information very seriously and only authorized personnel will have access to it.

COUNCIL MEMBER 4: (leaning forward) And what about the environmental impact of this tax? Are there any concerns we should be aware of?

Tabatha Miller: (shaking her head) Fortunately, the adoption of these resolutions is not considered a project subject to the requirements of the California Environmental Quality Act. We have taken all factors into consideration and believe that this tax will benefit the city as a whole.

(The audience murmurs among themselves as the council members contemplate the information presented. The Mayor calls for a vote on Resolution No. 245-21 and Resolution No. 245-22. The council members raise their hands in favor, and the resolutions are passed.)

Mayor: (pounding the gavel) Thank you, everyone. The resolutions have been approved. We will now move forward with the implementation of the local transactions and use tax. Thank you for your attention and understanding.

(The scene fades out as the council members and audience members begin to leave the meeting room, discussing the implications of the new tax.)

A. 4569 : Conduct a Public Hearing to Receive Input Regarding Unmet Transit Needs and Direct Staff to Forward All Comments to the Humboldt County Association of Governments.

The City Council is holding a public hearing to gather input on unmet transit needs in the area. The comments will be forwarded to the Humboldt County Association of Governments for consideration. It is important for the community to share their thoughts on whether there are transit needs that are not being met, and if they are reasonable to meet based on projected ridership and operational costs. The Council must make a decision on whether there are unmet transit needs, and if so, set aside funds to address them. This process is important for determining the allocation of resources for transportation services in the area.

Starfish: Hey Noodles, did you hear about this public hearing for unmet transit needs in our city?

Noodles: Yeah man, I saw the flyer at the dispensary. They want people to give input on what transit needs are not being met.

Starfish: That’s cool, I wonder what kind of needs people will bring up. Like maybe more late-night buses or better routes for certain areas.

Noodles: Yeah, or maybe people want more accessible buses for those with disabilities. It’s important for everyone to have access to public transportation.

Starfish: Totally, I hope they get some good feedback at the hearing. It’s cool that the city is actually listening to the community on this.

Noodles: For sure, man. It’s important for the city to know what the people need. I might actually go to the hearing and share my thoughts.

Starfish: That’s a great idea, Noodles. Your input could really make a difference in improving our transit system. Let’s make sure to hit up that hearing and share our highdeas.

Noodles: Definitely, Starfish. Let’s make sure our voices are heard. And maybe we should lay off the weed before we attend, just to be coherent.

Starfish: Good call, Noodles. We don’t want to be the stoned guys rambling on about space buses or something. Let’s be responsible adults for once.
