The assistant city manager/finance director is recommending that the city council approve the report on disbursements for the period of June 6, 2025, through June 20, 2025. This report includes a listing of checks and electronic payments made during that time, all of which were within the city’s budget. The council is being asked to approve this report as part of the Consent Calendar.

a. Adopt the Successor Memorandum of Understanding for July 1, 2025–June 30, 2027, and Resolution No. 245-51 Amending Class and Pay for International Union of Operating Engineers Local No. 3 Represented Employees; and Authorize Mayor to Execute Documents.
The city council is recommending to approve a new agreement with the International Union of Operating Engineers Local No. 3 for a two-year term. The agreement includes a 3% salary increase for employees, a retention payment for commercial drivers, an increase in health insurance opt-out payment, and other benefits. The budget for the agreement is already approved and no additional funding is needed for the salary increase. The council is asked to adopt the agreement and resolution to implement the changes.

As the USS Enterprise approached the planet Arcata to deliver supplies and check on their latest diplomatic negotiations, Captain Jean-Luc Picard was reviewing the latest staff report from the City Council meeting. He found it fascinating how different civilizations operated and came to agreements, even on such mundane matters as salary increases and health insurance benefits.
“Number One, have you ever considered the intricacies of labor relations on Federation planets?” Picard asked his first officer, Commander William Riker.
Riker chuckled. “I can’t say that I have, Captain. But it’s interesting to see how different societies handle these matters. It seems like the City of Arcata and the International Union of Operating Engineers have come to a fair agreement.”
Picard nodded, contemplating the importance of fair treatment and negotiations in any society. As the Enterprise beamed down to Arcata to deliver supplies and assist with any technical difficulties, the crew was met by grateful city officials who eagerly showed them around.
As Picard spoke with Keira Vink, the Human Resources and Administrative Services Director, he found himself drawn into a conversation about the MOU and Resolution No. 245-51. Vink explained the details of the negotiations and the impact it would have on the city’s employees.
Impressed by the dedication and fairness of the city’s officials, Picard decided to use the situation as a teaching moment for his crew. He gathered them in the conference room and discussed the importance of understanding different cultures and their systems of governance.
“Remember, our mission is not just to explore new worlds, but to learn from them and uphold the values of fairness and diplomacy that the Federation stands for,” Picard reminded them.
As the crew continued their mission, they reflected on the lessons learned from their brief visit to Arcata. It was a reminder that even the smallest of negotiations could have a ripple effect on a society, and that understanding and cooperation were key to building a better future for all. And as the Enterprise sailed off into the stars, they carried with them the knowledge that even in the vastness of space, the principles of fairness and unity would always guide their way.
