a. Bi-Weekly Report on Disbursements.
The Assistant City Manager/Finance Director is recommending that the City Council approve a report on disbursements for the period of July 5, 2025, through July 18, 2025. This report includes a list of checks and electronic payments made during that time frame, which were all in line with the city’s budget. The Council is being asked to approve this report as part of the Consent Calendar at their next meeting.

[Jerry and George are sitting in Jerry’s apartment, going through Jerry’s mail]
Jerry: Hey, what’s this? [Opens an official-looking letter]
George: Oh, another one of your city council reports?
Jerry: Yeah, it’s Tabatha Miller’s bi-weekly report on disbursements. She’s recommending that the City Council approve some checks and electronic payments.
George: [sarcastically] Oh, riveting stuff, Jerry. I bet this is going to make for an exciting read.
Jerry: I know, it’s like they’re just throwing their paperwork at us for fun.
[Pacing back and forth in the apartment, Kramer bursts in]
Kramer: Hey, guys, have you seen the latest episode of “City Council Report Mania” on TV?
Jerry: What are you talking about, Kramer?
Kramer: It’s the hottest new reality show where they follow around city officials as they do paperwork and disbursements! It’s all the rage!
George: That sounds like the most boring show ever.
Jerry: Yeah, who would want to watch that?
Kramer: You’d be surprised, Jerry. It’s getting great ratings. People love watching the drama unfold in the world of city budgeting.
Jerry: [rolling his eyes] I think I’ll pass on that one.
[Cut to Jerry and George at Monk’s Cafe]
George: So, did you end up reading that city council report?
Jerry: Of course not, why would I waste my time on that?
[Elaine walks in and sits down with them]
Elaine: Hey, what are you guys talking about?
Jerry: Oh, just the thrilling world of city council reports.
Elaine: Oh, that reminds me, I have a friend who works in local government. He told me about this new reality show they’re filming at his office.
Jerry: Let me guess, “City Council Report Mania”?
Elaine: How did you know?
Jerry: Kramer was just telling us about it. Apparently, it’s a big hit.
Elaine: Really? That’s ridiculous. Who would watch something like that?
George: That’s what I said!
[Cut to Jerry’s apartment. Jerry, George, Elaine, and Kramer are watching “City Council Report Mania” on TV]
Kramer: See, I told you guys! This is the hottest show on television!
Jerry: I can’t believe people are actually watching this.
Elaine: Yeah, it’s like watching paint dry.
[Just then, Newman bursts in]
Newman: Hey, have you guys seen this new show? It’s amazing!
Jerry: Oh no, not you too, Newman.
Newman: Yes, “City Council Report Mania” is my new obsession. I can’t get enough of it!
Jerry: [sarcastically] Well, we’ll be sure to tune in every week.
[The group groans as they continue watching the show, realizing that even the most mundane things can become popular on television]

5. NEW BUSINESS
a. Consider Awarding a Contract for the Economic Strategic Plan Update to Civic Possible; Action Not Subject to the California Environmental Quality Act (CEQA).
The city council is considering awarding a contract to update the city’s Economic Strategic Plan to Civic Possible for $122,525. The plan was last updated in 2010 and the proposed update will cover the period from 2026-2031. Civic Possible was chosen for their understanding of the community and proposed engagement methods. The total amount for the contract may be increased by up to 15% for unforeseen costs. The recommendation is to approve the contract with Civic Possible and authorize the City Manager to sign all necessary documents.
