a. Bi-Weekly Report on Disbursements.

This report is about the city council approving the disbursements made from the city’s budget for a specific period. The Finance Director has certified that the payments were made in accordance with the budget. The council is recommended to approve the report without the need for a full audit.

… or, as a bildungsroman!

As the assistant city manager/finance director, Tabatha Miller was accustomed to presenting the bi-weekly report on disbursements to the City Council. It had become a routine part of her job, a task she had been performing for years without much thought. But on this particular day, as she stood before the honorable mayor and city council members, something within her shifted.

Tabatha had always been meticulous and detail-oriented when it came to financial matters. She took pride in her work and ensured that every penny was accounted for and spent wisely. But lately, she had been feeling a sense of emptiness in her role. The endless stream of numbers and spreadsheets no longer brought her the satisfaction it once did. She found herself yearning for something more, something fulfilling and meaningful.

As she presented the disbursements listing for the period of August 9, 2025, through August 22, 2025, Tabatha couldn’t shake the feeling that there was more to life than just balancing budgets and approving expenses. She looked around the council chambers, taking in the faces of the elected officials and city staff members. Was this all there was to her existence? Was she destined to spend her days crunching numbers and attending meetings?

The Council approved the report on disbursements without much discussion, as was typical for such routine matters. But for Tabatha, it was a defining moment. She realized that she needed a change, a new direction in her life. With a newfound sense of determination, she made a decision then and there to embark on a journey of self-discovery and personal growth.

Over the following months, Tabatha delved into books on philosophy, psychology, and personal development. She attended workshops and seminars, exploring different ways of thinking and being. She volunteered in her community, reaching out to those in need and making a difference in their lives. And as she did so, she discovered a passion for helping others, for making a positive impact on the world around her.

Slowly but surely, Tabatha underwent a transformation, evolving from a dedicated finance director to a compassionate and empathetic leader. She found a new sense of purpose in her work, using her financial acumen to support charitable causes and promote social justice. And as she continued on her journey of self-discovery, she realized that true fulfillment came not from numbers on a spreadsheet, but from the connections she made with others and the difference she could make in their lives.

The bi-weekly report on disbursements may have been just another item on Tabatha’s agenda, but it served as the catalyst for her personal growth and enlightenment. And as she stood before the City Council once again, presenting the latest round of financial data, she did so with a newfound sense of purpose and a renewed passion for making a difference in the world. The once routine task had become a stepping stone on her path to self-realization, marking the beginning of her bildungsroman.

a. Adopt Ordinance No. 1582, An Ordinance of the City Council of the City of Arcata Amending the Arcata Municipal Code Relating to Dogs at Large, Service Animals, Dog Licenses, and Dog Impoundment, Title V–Sanitation & Health, and Title X–Public Property.

This report is about a proposed ordinance in the City of Arcata that would update laws regarding dogs. The changes include allowing service animals in areas where other dogs are not typically allowed, exempting service animals from leash requirements, and aligning impoundment procedures with state and county regulations. There is no financial impact as service animals are already exempt from licensing fees. The City Council is recommended to adopt the ordinance to bring the city’s laws in line with state and federal regulations.

… or, as a conversation between Beavis and Butt-head!

Beavis: Uh, whoa dude, did you hear about this ordinance thing about dogs and stuff?

Butt-head: Yeah, like, they’re changing the rules for dogs in the city or something.

Beavis: Yeah, it’s like, you can have your dog off the leash if it’s a service dog, that’s pretty cool.

Butt-head: Yeah, like, what if your dog isn’t a service dog but you still want to have it off the leash?

Beavis: Oh yeah, like what if my dog is just, like, really well trained, you know?

Butt-head: Yeah, that’s a good point, Beavis. They should make an exception for well-trained dogs too.

Beavis: Yeah, it’s like, not fair to discriminate against dogs that are, you know, good boys.

Butt-head: Yeah, like, all dogs should have the right to be off the leash if they’re good boys.

Beavis: Yeah, totally. Like, let’s go to the city council meeting and tell them to change the rules for all dogs, not just service dogs.

Butt-head: Yeah, that would be cool. We can, like, be dog rights activists or something.

Beavis: Yeah, and then we can, like, get all the dogs off leashes and stuff.

Butt-head: Yeah, like, that would be awesome. Let’s go, Beavis.

Beavis: Yeah, let’s do it! Dog rights for all! Woof woof!

Butt-head: Heh heh, woof woof, Beavis. Let’s go change the world for dogs.

… or, as a Socratic dialogue!

Socrates: Good day, my friends. Today we are here to discuss a recommendation from Emily Sinkhorn, Director of Environmental Services, regarding the purchase of a Rapidview Lateral Launch System from Municipal Maintenance Equipment.

Plato: Ah, Socrates, it seems like an important purchase for maintaining the City’s wastewater collection system. I wonder why such a system is necessary?

Socrates: A valid question, Plato. According to the staff report, the City currently operates one sewer camera truck for maintenance of the wastewater collection system. This new lateral camera system will enhance the City’s ability to efficiently inspect sewer laterals throughout the City.

Aristotle: It appears that the purchase is essential for the maintenance of the City’s infrastructure. However, what is the cost of this system and how will it be funded?

Socrates: The total cost of the Rapidview Lateral Launch System is $174,073.73, and the budget for this purchase is available from the Water Fund account. The City Manager is also recommended to execute all applicable documents related to this purchase.

Plato: It seems like a necessary investment to ensure the proper maintenance of the wastewater collection system. I believe we should approve this recommendation.

Aristotle: I agree, Plato. It is important to prioritize the maintenance and efficiency of our City’s infrastructure. I move to approve the purchase contract with Municipal Maintenance Equipment for the Rapidview Lateral Launch System.

Socrates: I second the motion. All in favor, say aye.

Plato & Aristotle: Aye!

Socrates: The motion is approved. Thank you for your thoughtful deliberation, my friends.

… or, as a nursery rhyme!

In the city of Arcata, where the streets wind and bend,
The City Council met, their decision to amend.
Resolution No. 256-08, they did propose,
Adding stop signs where they knew they should impose.

Netra Khatri, the City Engineer, made the request,
Mara Grow, the Administrative Specialist, did her best.
To ensure safety for all who pass through,
At the intersection of 7th and J Streets, a change they knew.

Two new stop signs, they decided to install,
To prevent accidents, they gave it their all.
For the children who play and the cars that drive,
Safety comes first, so everyone can thrive.

With a Categorical Exemption under CEQA,
The project was approved without any delay.
No additional budget needed, work is complete,
The Council’s decision was truly a feat.

So let’s all be grateful for the staff who take care,
Of our streets and our safety, everywhere.
Next time you see a stop sign, remember this rhyme,
And know that our City Council is working all the time.

a. Adopt Resolution No. 256-09 Amending Resolution No. 234-33 Designating One-Way Streets and Alleys.

The City Engineer and Assistant City Engineer are recommending that the City Council adopt Resolution No. 256-09, which would change some streets in the city to one-way streets to create more parking spaces near Carlson Park. This is being done because the park has seen an increase in visitors, especially on weekends, and there is a shortage of parking. The project is exempt from environmental review and will be funded by existing grant funds.

— LoCOBot

… or, as a detective story!

Detective Brody Harper sat in the back of the City Council meeting, listening intently as the staff report was presented. As a detective for the Arcata Police Department, he had been called in to investigate a series of mysterious incidents in Carlson Park that had been plaguing the community for the past few weeks.

The park had always been a peaceful oasis in the bustling city, but lately, things had taken a sinister turn. Vandalism, theft, and even reports of strange figures lurking in the shadows had all been reported to the police. Detective Harper had been assigned to get to the bottom of it, and he knew that the key to solving the case lay in the details of the city council meeting.

As the meeting came to a close, Detective Harper approached Netra Khatri and David Caisse, introducing himself and explaining the reason for his presence. Both engineers seemed surprised but eager to help in any way they could. They explained to the detective that the proposed amendment to designate a portion of Carlson Park Drive as a one-way street was meant to alleviate the parking shortage in the area, but they had not anticipated the backlash it would receive from the community.

As Detective Harper delved deeper into the investigation, he discovered that the incidents in Carlson Park had escalated shortly after the resolution had been proposed. Could it be a coincidence, or was there a more sinister connection between the two?

With the help of the City Engineer and Assistant City Engineer, Detective Harper began to unravel a complex web of deceit and corruption that led all the way to the highest levels of city government. The proposed amendment was not just about parking – it was a cover-up for a much larger scheme involving embezzlement, fraud, and even murder.

As the detective closed in on the truth, he found himself in a dangerous game of cat and mouse with a ruthless criminal who would stop at nothing to protect their secrets. But Detective Harper was determined to bring them to justice, no matter the cost.

In the end, the resolution was passed, but not without consequences. The perpetrator was apprehended, and the people of Arcata could rest easy knowing that their park was once again a safe haven. And Detective Harper, with the help of the City Engineer and Assistant City Engineer, had proven that even in the most unexpected of places, the truth always finds a way to shine through.
