The city council must review and approve the supplemental budget requests for Measure H funding for the fiscal year 2026-27, which includes funding for emergency response, services for homelessness, police alternative response, transportation needs, parks, and other essential services. The council should provide staff direction as needed.

In the magical city of Arcata, where dragons flew overhead and unicorns roamed freely, there was a special tax known as Measure H. This tax was put in place to help fund important projects and services for the citizens of the city. To oversee the allocation of these funds, a committee called TUTOC was formed, made up of wise and experienced individuals from across the realm.
One day, the Assistant City Manager/Finance Director, Tabatha Miller, presented a staff report to the Honorable Mayor and City Council Members regarding the recommendations from TUTOC for the upcoming fiscal year’s supplemental budget requests for Measure H funding. The council gathered in the grand hall of the City Palace to review the recommendations and discuss how best to allocate the funds.
As the discussions began, it became clear that there were many important projects and services in need of funding. The first category on the proposed Measure H Matrix was Emergency & climate change response, which included electrification of the municipal vehicle and equipment fleet, as well as climate adaptation and mitigation efforts. The council members recognized the urgency of these projects and agreed to allocate a significant portion of the funds to this category.
Next, they turned their attention to services addressing homelessness and its impacts. They discussed the importance of providing support to those in need and ensuring that everyone in the city had access to the resources they required. The council members unanimously agreed to allocate funds to this category as well.
As the discussions continued, they moved on to alternative police response, including Juvenile Diversion, Community Ambassadors, and mental health response to those in crisis. The council members recognized the value of these services in promoting community safety and well-being, and they approved funding for this category too.
They then discussed maintaining and improving sidewalks, shared use paths, bike lanes, roads, transit, and other transportation needs. The council members agreed that investing in infrastructure was crucial for the city’s growth and development, and they allocated funds accordingly.
The discussions went on for hours, with the council members carefully considering each category on the Measure H Matrix and making thoughtful decisions about where to allocate the funds. In the end, they reached a consensus and provided staff direction on how to proceed with the budget allocations.
As the meeting concluded, the council members felt a sense of accomplishment knowing that they had made important decisions that would benefit the citizens of Arcata. With the Measure H funds allocated to essential projects and services, the city was poised to continue thriving and growing in the magical realm. And so, with their work done for the day, the council members bid farewell to one another, their hearts full of hope for the future of their beloved city.
