D. 4095 : Adopt Ordinance 1559, An Ordinance of the City Council of the City of Arcata Amending Article 3, Short-Stay Vacation Rentals, Chapter 2, Title VI of the Arcata Municipal Code, Waive Reading the Text, and Consent to Read by Title Only.

This report is about an ordinance to amend regulations for short-term vacation rentals in the City of Arcata. The new regulations aim to balance the economic impact of short-term rentals with the need for housing. The ordinance was introduced in January and will become effective 30 days after adoption.

After careful consideration, the staff recommends that we adopt the changes to this ordinance.”

Council Member: “What do you mean by ‘waive reading the text’?”

David Loya, Director of Community Development: “Well, we are suggesting that the Council consent to read the ordinance by title only, rather than reading the entire document in full. We believe that this is the most efficient way to move forward, as the proposed changes are relatively straightforward.”

Mayor Jacobs: “Very well then. Does anyone have any further questions or comments?”

Council Member: “Yes, I have a question. What are the policy implications of this ordinance?”

David Loya: “This ordinance balances the economic impact of Short-Stay rentals with the need for housing. It also establishes a limit on the current condition, ensuring that the leasing of Short-Stay Vacation Rentals of existing housing stock does not negatively impact residential neighborhoods or the availability of existing or new housing stock.”

Mayor Jacobs: “Well then, it seems that all of our questions have been answered. Are there any objections to adopting Ordinance No. 1559?”

After a moment of silence, Mayor Jacobs continues.

Mayor Jacobs: “Very well then, I move to adopt Ordinance No. 1559. All in favor, please raise your hand.”

The room is filled with a chorus of “ayes” and a few “nays”.

Mayor Jacobs: “The motion carries. Ordinance No. 1559 has been adopted. Thank you, everyone. This meeting is adjourned.”

This report is about a proposed ordinance that would make it easier for people to get permits to install electric vehicle charging stations. The goal is to reduce the City’s reliance on fossil fuels and reduce greenhouse gas emissions. This ordinance must be adopted by January 1st, 2023, and it will be exempt from the California Environmental Quality Act. It will not have any immediate financial impact.

It had been nearly a decade since the Federation-Klingon War had ended and the people of the United Federation of Planets were finally beginning to rebuild and find peace. But the people of the planet Arcata still had a long way to go. The planet had been devastated by the war and the people were struggling to find a way to rebuild and recover.

That’s when the City Council of Arcata came up with the idea to adopt an ordinance to streamline the permitting process for electric vehicle charging stations. This would help to reduce the reliance on fossil fuels and promote the use of more fuel-efficient electric vehicles.

The ordinance was adopted, and the people of Arcata were soon able to begin their journey to a greener future. Lieutenant Commander Spock and the crew of the Starship Enterprise were pleased to hear of the progress being made on Arcata, and they decided to pay the planet a visit.

When the Enterprise arrived, the crew was amazed to see the progress the people of Arcata had made. They had built numerous electric vehicle charging stations and the city was bustling with activity. The people were friendly and welcoming, and they were eager to show the Enterprise crew around.

The crew was inspired by the people of Arcata and their commitment to building a better future. Captain Kirk decided to put together a special mission to help the people of Arcata. He enlisted the help of Lieutenant Commander Spock and the rest of the crew to help with the installation of the electric vehicle charging stations.

The crew worked hard for weeks, and finally the electric vehicle charging stations were up and running. The people of Arcata were ecstatic and thanked the crew for their hard work and dedication.

The crew of the Enterprise left Arcata with a sense of pride and accomplishment. They knew they had helped the people of Arcata build a better future, and it was a feeling they would never forget.

F. 4096 : Adopt Resolution No. 223-31 Authorizing Application for a $250,000 Regional Early Action Planning Grant.

The City of Arcata is considering applying for a $250,000 Regional Early Action Planning Grant to help fund planning and development of housing in a climate-aware and sustainable manner. If awarded, the grant will add $250,000 to the City’s budget over the current and next fiscal year, with $25,000 of that available for City costs.

Good morning Mayor and City Council Members,

I am here to recommend the adoption of Resolution No. 223-31 and the authorization of an application for the Regional Early Action Planning (REAP) grant in the amount of $250,000. This grant would provide a great opportunity for the city to make significant progress towards its housing goals and climate commitments.

The grant would fund planning activities to accelerate infill housing and reduce Vehicle Miles Traveled (VMT). Specifically, $50,000 of the grant would be used for a three-year term to fund a Housing Policy Dashboard, which would fine tune housing policy to achieve REAP goals and the City’s infill planning efforts. In addition, the grant would fund pre-development work for projects that meet the program goals, including a workforce housing project.

The grant would also provide $25,000 for City costs, including staffing related to the work. This grant would be a great opportunity for the City to make progress towards its housing goals and climate commitments. I urge you to consider approving the adoption of Resolution No. 223-31 and the authorization of the application for the REAP grant. Thank you for your time and consideration.

A. 4097 : Receive an Update on the City’s Trail System and Take Action As Appropriate.

In summary, the City is proud to provide many miles of trails for Arcata residents and visitors. Our
trails connect neighborhoods, provide respite from our busy streetscapes, and connect people with
our parks, open spaces, and natural areas. The City is fortunate to have fantastic community
partners to assist with trail maintenance and stewardship and several funding sources to support
acquisition and maintenance.

The City of Arcata has an extensive trail system that provides recreation, natural study and non-motorized transportation opportunities. The City has over 50 miles of trails and has partnered with community groups to provide maintenance. The City is receiving an update on the trail system and may provide direction to staff as appropriate.

B. 4102 : Consider Adopting Resolution No. 223-34, Implementing an Emergency Homebuyer Assistance Program for Community Land Trust Acquisition and Authorizing a Budget Appropriation to Fund the Program in the Amount of $130,000.

The City of Arcata is considering a resolution to create an emergency Homebuyer Assistance Program to support the Community Land Trust while the HOME Program is suspended. The resolution would provide gap financing to eligible households to purchase qualifying homes, and would allocate $130,000 to fund the program.
