She shows the gang the Disbursements Listing for the period of June 6, 2026, through July 3, 2026, and points out several discrepancies in the records. The gang agrees to help her investigate the mystery.

They start by interviewing the Finance Manager, Matt Morgan, who prepared the report on disbursements. Matt seems nervous and evasive, refusing to answer their questions directly. The gang then decides to inspect the city hall’s financial records and finds some irregularities in the accounting books.

As they delve deeper into the mystery, they discover a secret passage leading to an underground vault where the missing funds are hidden. They also stumble upon a group of masked figures who are using the funds for their own nefarious purposes. The gang manages to capture the culprits and unmasks them, revealing them to be the City Council members themselves, who were embezzling money from the city’s budget.

With the mystery solved, the gang hands over the criminals to the authorities and returns the stolen funds to their rightful place. Tabatha is grateful for their help and thanks them for cracking the case. As they leave city hall, the gang reflects on the importance of honesty and integrity in all aspects of life, even when it comes to finances.

And so, another mystery is solved by Scooby-Doo and the gang, leaving the city safe and secure once again.

With her win, Emily’s point is proven - the stormwater drainage maintenance fee is necessary to protect the environment and public safety in Arcata. The City Council members watch the battle unfold and are convinced to adopt Resolution No. 267-04, approving the fee for all non-tax-exempt parcels. In a desperate attempt to contain the escalating horror, the City Council called an emergency meeting. They debated whether to halt the logging operation and appease whatever malevolent force had been unleashed, but it was too late. The forest had awoken, its ancient guardians seeking vengeance for the desecration of their home.

In the end, the city was forced to abandon the Arcata Community Forest, leaving it to the mercy of the vengeful spirits that now roamed its shadowy depths.
