1. 4257 : Consider Additional General Plan Update Recommendations

The Director of Community Development is recommending that the Planning Commission discuss the recommendations made during a study session on the Gateway Area Plan. They will also discuss potential changes to land use designations, particularly in the commercial areas. The discussion will focus on improving communication and deciding whether to modify the Commercial General designation or eliminate it altogether. The Commission will also review a table outlining the differences between commercial designations. The staff recommends eliminating Commercial General unless there is further discussion on its purpose.

[Jerry’s Apartment]

Jerry: So, what’s the deal with the planning commission meeting? Planning for what?

Elaine: They’re discussing land use designations and making recommendations for the general plan update.

Jerry: Land use designations? Isn’t that just another way of saying where things can be built?

Elaine: Exactly! They’re trying to figure out what types of businesses can go where.

[Kramer bursts into Jerry’s apartment]

Kramer: Hey, did you hear about the planning commission meeting?

Jerry: That’s what we were just discussing. What’s the scoop?

Kramer: Well, they want to eliminate the Commercial General designation and make everything Commercial Mixed-use.

Jerry: And why is that?

Kramer: They think it’ll allow for more flexibility in development. More residential units, higher density, all that jazz.

Elaine: But isn’t Commercial General important for certain areas, like neighborhood centers?

Kramer: That’s what they’re debating. Should they keep it or get rid of it? It’s a real hot topic!

[Jerry’s Apartment - Later]

Jerry: So, are you going to the planning commission meeting, Elaine?

Elaine: I am! I want to see how this all plays out. Plus, I have some opinions on the matter.

Jerry: Of course, you do. You always have an opinion.

Elaine: Well, I can’t help it. I like to have a say in what happens in my city.

[Kramer enters again, holding a large poster]

Kramer: Look at this! I made a poster to support keeping the Commercial General designation.

Jerry: What’s on the poster?

Kramer: It’s a picture of me next to a neighborhood center. I call it “Kramer supports the locals!”

Jerry: Classic Kramer. You always find a way to get involved in these things.

Kramer: Hey, I just want what’s best for the city! And I think keeping Commercial General is the way to go.

[Planning Commission Meeting]

David Loya: Alright, everyone. Let’s get this meeting started. Today, we’ll be discussing the recommendations for land use designations.

Elaine: Excuse me, Mr. Loya. Can I ask a question?

David Loya: Of course, Ms. Benes. Go ahead.

Elaine: I understand the idea of making everything Commercial Mixed-use, but what about the importance of neighborhood centers? Shouldn’t they have a designated land use?

David Loya: That’s a valid point, Ms. Benes. The commission is considering whether to eliminate the Commercial General designation altogether or reassign some areas to it. It’s a matter of balancing flexibility with the needs of the community.

Jerry: So, how will this affect businesses that are already in the Commercial General zones?

David Loya: We understand that existing businesses may be concerned about the potential changes. We want to ensure that any modifications still support a vibrant commercial environment while allowing for additional residential opportunities.

Kramer: Excuse me, Mr. Loya! I made a poster in support of keeping Commercial General. Do you want to see it?

David Loya: Uh, sure, Mr…

Kramer: Kramer. Just Kramer.

[David Loya looks at the poster and stifles a laugh]

David Loya: Well, that’s certainly…creative, Mr. Kramer. Thank you for sharing your thoughts.

[Later - Jerry’s Apartment]

Jerry: So, did they keep the Commercial General designation?

Elaine: They reached a compromise. They decided to keep it but made some modifications to allow for more flexibility in development.

Jerry: So, what’s the final verdict?

Elaine: They created two commercial land use designations: Commercial-Mixed, which allows for a broad range of uses including residential, and Commercial-Central, which focuses on the highly trafficked urban core.

Kramer: See, I told you my poster made a difference! Kramer supports the locals!

Jerry: I’m glad it all worked out. I don’t know how much more land use talk I could handle.

Elaine: Trust me, Jerry, it’s never-ending. But hey, that’s life in the city!

[They all laugh]
