TITLE: Creating a City Plan Guided by Community Values

INTRODUCTION:
Good morning, brothers and sisters. Today, I want to bring your attention to an important matter that will shape the future of our city. The Planning Commission has been diligently working on updates to the General Plan, and we have the opportunity to contribute our voice and recommendations to this process. As members of this megachurch, we have a responsibility to engage in the affairs of our community and ensure that our values as believers are reflected in the decisions made by our city government. Let us dive into the details and explore how we can make a difference.

DISCUSSION:
The Planning Commission has sought input from the Council in refining their recommendations for the General Plan updates. They have specifically been asked to review the policies in the draft Gateway Area Plan and decide which should be enacted citywide, which should be deleted, and which should remain in the Gateway Area Plan. Additionally, they have been tasked with finalizing recommendations on the Community Benefits program and addressing any other aspects of the General Plan update.

Gateway Policies:
One of the key areas of focus is the fate of the Gateway policies. The Commission has prepared a Policy Matrix that outlines their recommendations for each policy in the Gateway Area Plan. These recommendations consider existing policies in the General Plan and the need for consolidation or removal of redundant policies. If the Commission agrees with these recommendations, the General Plan will be updated accordingly. This will ensure that land use policies in the Gateway Area are explicitly tied to that specific area and designated as Commercial Mixed-Use with the Gateway Districts functioning as Combining Zones.

Community Benefits:
Another important aspect being considered is the Community Benefits program. The Commission has proposed a revised program that simplifies the allocation of points based on building height, rather than the previously considered categories or dollar value. This approach aims to reflect community values and achieve projects that align with what is important to us as residents.

Additional Clean-up:
There are also recommendations from the Environmental Services department regarding environmental buffer areas and wetland protection zones. These recommendations aim to establish protection measures for stream ecosystems, wetlands, and riparian habitat areas. By incorporating these changes into the General Plan, we can ensure the preservation of our natural resources and contribute to the overall health of our environment.

POLICY IMPLICATIONS:
The decisions made by the Planning Commission and ultimately, the City Council, regarding the General Plan updates will have wide-ranging implications for our city. Our input as a megachurch can help shape policies that reflect our values such as sustainable development, preservation of natural resources, and community-driven benefits.

COMMITTEE/COMMISSION REVIEW:
As a congregation, we must actively engage with our representatives on the Planning Commission and other city committees to ensure that our perspectives are heard and considered. By attending public meetings, providing input, and staying informed about the updates to the General Plan, we can effectively advocate for our community’s best interests.

ENVIRONMENTAL REVIEW (CEQA):
As we consider the recommendations for the General Plan updates, it is crucial to prioritize environmental review and ensure that our decision-making process is in line with sustainable practices. We must advocate for responsible land use and protection of our natural resources.

CONCLUSION:
Brothers and sisters, we have an opportunity to have a meaningful impact on the direction our city takes. Let us stand united in our commitment to be engaged citizens and faithful stewards of God’s creation. By staying informed, providing input, and actively participating in the decision-making process, we can help shape a General Plan that reflects our values and promotes the well-being of our community. May God guide us in this endeavor, and may our efforts lead to a city that shines as a beacon of hope and righteousness. Amen.
