a. Recommend Approval of the Comprehensive Update to the Arcata Local Coastal Program

The Planning Commission of Arcata is recommending approval of an update to the Arcata Local Coastal Program. The program was last updated in 1994, and the new update includes changes in planning and understanding of climate change. The Commission has been reviewing the draft for the past five years, and the recommendation includes adopting a Local Coastal Element and Coastal Zoning Ordinance. The program will not take effect until certified by the Coastal Commission and approved by the City Council. The State Housing and Community Development Department is also reviewing the program. The adoption of the program is exempt from the California Environmental Quality Act.

The new update included changes to better protect the coastal environment and adapt to the challenges of climate change.

After much discussion and deliberation, the Commissioners decided to open a public hearing to gather feedback from the community. People from all over Arcata came forward to share their thoughts and concerns about the proposed update. Some were in favor, praising the city for taking action to protect the coast, while others had suggestions for improvements.

After listening to all the comments, the Commissioners closed the public hearing and began to discuss their final recommendation. They unanimously agreed to adopt Resolution PC-25-04, recommending that the City Council approve the updated Local Coastal Program.

The Planning Commission is meeting to choose a Chair and Vice-Chair for the upcoming year. The staff recommends they elect these positions, hear public comments, and make a formal vote. The Chair and Vice-Chair will serve from July 1, 2025, to June 30, 2026.

In the bustling town of Brightwood, nestled deep within the Enchanted Forest, the Planning Commission gathered for their annual meeting to elect a new Chair and Vice-Chair. The room was filled with anticipation as the commissioners took their seats at the long oak table, their faces illuminated by the soft glow of the fairy lights that adorned the walls.

Director David Loya called the meeting to order, and Deputy Director Jennifer Dart stood to present the recommendation to the Commission. She explained the importance of choosing strong and capable leaders to guide the Commission through the upcoming year, ensuring that all decisions made would benefit the residents of Brightwood and uphold the values of the Enchanted Forest.

Each commissioner placed their vote by casting a magical ballot into a shimmering golden chalice, the votes counted by the forest spirits who resided within the walls of the meeting chamber.

In a flurry of sparkling dust and twinkling lights, the results were announced - Aila had been elected as Chair with an overwhelming majority, her kind eyes shining with pride and determination. Ryn was elected as Vice-Chair, his bow and quiver of enchanted arrows glinting in the soft light as he accepted his new role with a grin.

The room erupted into cheers and applause as Aila and Ryn took their seats at the head of the table, ready to lead the Planning Commission into a new era of prosperity and harmony within the Enchanted Forest. And so, under the watchful eyes of the forest spirits and the guidance of their new Chair and Vice-Chair, the commissioners of Brightwood set forth on a journey of growth, unity, and magic that would shape the future of their beloved home for generations to come.
