a. Adopt Resolution PC-25-05 Finding the Donation of a Public Access Easement over a Portion of APN 504-201-010 & 504-201-011 in Conformance with the General Plan – CEQA Negative Declaration Adopted December 9, 2022, SCH# 2022110030

The City is working on the Arcata Annie & Mary Trail Connectivity Project to create a safe pathway for pedestrians and cyclists. They need to secure a public access easement from the Humboldt Bay Municipal Water District and are asking the Planning Commission to approve this resolution. The project is in line with the General Plan and will provide a safe connection to the Mad River. The environmental impacts have been reviewed and deemed acceptable.

Once upon a time in the land of Arcata, a magical trail known as the Annie & Mary Trail was being created to connect the town to Blue Lake. This trail was no ordinary trail, as it was enchanted with the power to transport travelers safely and swiftly from one destination to another.

The trail was being built by the City of Arcata in partnership with various agencies and organizations, including the Great Redwood Trail Agency, Caltrans District 1, and the Humboldt Bay Municipal Water District. The goal was to provide a safe, non-motorized route for residents and visitors to travel between downtown Arcata, Valley West, and the Aldergrove Industrial Park employment center.

One day, during a meeting of the Planning Commission, a resolution was presented to adopt a Public Access Easement over a portion of land owned by the Humboldt Bay Municipal Water District. This easement would secure a segment of the Annie & Mary Trail that would connect trail users to the magical Mad River.

As the Commissioners discussed the resolution, it became clear that the completion of the trail was essential to the well-being and prosperity of the community. The trail would not only provide a safe transportation route but would also promote outdoor recreation and physical activity for residents of all ages and abilities.

With the approval of the resolution, the City of Arcata was one step closer to realizing the vision of the Annie & Mary Trail. The trail would wind through lush forests, across sparkling streams, and past fields of wildflowers, offering a scenic and magical journey for all who traveled its path.

As construction of the trail began, the residents of Arcata eagerly awaited the day when they could take their first steps onto the enchanted pathway. It was said that those who walked the Annie & Mary Trail would be filled with a sense of wonder and adventure, as the magic of the trail enveloped them and carried them to places beyond their wildest dreams. And so, the tale of the Annie & Mary Trail lived on, a testament to the power of community, cooperation, and the enduring magic of the land of Arcata.

a. Adopt Resolution PC-25-06 Recommending a Community Benefits Program to the City Council; Action Not Subject to Additional CEQA Review

The Planning Commission is recommending a Community Benefits program to the City Council, which will provide amenities to the community. The program was originally part of the Gateway Area Plan but has now been moved to the General Plan. The Commission will review the program components and make a recommendation to the Council based on community input. The program will be implemented through a resolution instead of being included in zoning ordinance. This is intended to provide benefits to the community and offset the impacts of higher-density projects.
