a. Recommend Approval of the Comprehensive Update to the Arcata Local Coastal Program; CEQA Exempt

The Director of Community Development in Arcata is recommending that the Planning Commission approve the update to the Arcata Local Coastal Program. The Program has not been updated since 1994 and changes have been made to address climate change. The Commission has reviewed and made modifications to the draft Program over the last five years. The updated Program will require approval from the City Council and the Coastal Commission before taking effect. The Program is also being reviewed by the State Housing and Community Development Department. The adoption of the Program is exempt from the California Environmental Quality Act. The Commission is being asked to recommend the City Council adopt the updated Program.
