2. Destruction of Records

The Eureka City Council is considering a plan to destroy 63 background information packets for job applicants who were not hired, as it meets the records retention policy in accordance with the Government Code. This move will not have any financial impact as it is a part of the regular policy. The Council has reviewed the files and has received recommendations for the destruction of these records from the Department of Police.

3. Fiber Optic Instalation 2023 Project Award

The Eureka City Council is considering a project to connect all major infrastructure to a high-speed fiber optic network. The project would cost approximately $675,000, with Solid Rock Construction being the recommended low bidder to complete the project. The fiber optic network would provide a more secure and efficient way for the City to transmit data, communications, and internet services. The project aims to ensure communications remain intact during natural disasters while creating the capacity for unforeseen needs in the future. The project includes running two lines of fiber optic conductors from the High Tank control room to the Municipal Auditorium and connecting to existing fiber optic conductors. 4. Multimodal Improvements 2023 – Caltrans Highway Safety Improvement Grant HSIPSL 5017(049)

The Eureka City Council is discussing a project to improve pedestrian safety and transportation in the city by modifying some streets and installing certain safety measures. They received grants from Caltrans to cover most of the project costs, but the City will still need to provide some funding through staff time and other means. The City recommends hiring Mercer-Fraser Company to complete the construction for the project and approving a budget of over $5 million. The project includes adding 170 sidewalk bulb-outs, creating buffered bike lanes, installing speed feedback signs, and more. Construction is expected to begin in the summer of 2023.

5. Da’ Yas Park Improvements Project – Reject Bids

The Eureka City Council discussed a proposed project for improving Da’ Yas Park. The project included adding new sport courts, play areas, pathways, fields, fitness stations, and upgrading the parking lots and Haney Field. Bids were opened on April 20th, but all bids were determined to be above the budgeted amount. Therefore, the recommendation is to reject all bids and rebid the project at a later date. There is no immediate financial impact for the project. The council’s goal is to provide effective services as a financially sound city.

Captain James T. Kirk drummed his fingers on the arm of his chair as he listened to the Eureka City Council’s agenda summary. The Da’ Yas Park Improvements Project didn’t sound like something that would usually require the attention of the captain of the USS Enterprise, but Kirk knew that sometimes the smallest issues could have big implications.

“Captain, any thoughts on this proposal?” Spock asked, turning to Kirk.

Kirk shrugged. “It’s not really in our wheelhouse, but I’m always interested in the fiscal soundness of our allies. If the bids are all too high to fit the budget, then it seems like they made the right choice to reject them.”

“Agreed,” Spock said.

As the meeting went on, Kirk’s communicator beeped. It was from Scotty, their chief engineer.

“Captain, you’re not going to believe what I just picked up on the long-range sensors,” Scotty said, sounding excited.

“What is it, Scotty?” Kirk asked.

“It’s a planet in the nearby Argos system. It’s got some kind of energy field around it. It’s like nothing I’ve ever seen before.”

Kirk stood up, his attention now fully on the communication. “Keep monitoring it, Scotty. I want to know everything we can about this energy field.”

“Aye, sir.”

Kirk glanced back at the council proceedings, then exited the room. He had more important things to attend to than park improvements.

6. On-Cal Consulting Services 2023 - Award

The Eureka City Council is considering awarding contracts to multiple consulting firms for a one-year period, with the option to extend for two additional years. These firms will provide on-call services to different city departments, including Public Works, Community Services, and Development Services. As projects arise, each selected consultant will be given task orders that describe the nature and extent of the work needed. Agreements will be negotiated with each consultant not to exceed the combined funds for each department annually, allowing work to be distributed among the firms in a manner consistent with their capacity and strengths. The Council will need to authorize any task order that exceeds the budgeted professional services or project funds. The list of consulting firms recommended for selection has been evaluated by city staff based on their completed responses to the Request for Qualifications (RFQ) process.

1. Bil No. 1027-C.S. Section 150.029 Board of Appeals

The Eureka City Council is discussing a bill (No. 1027-C.S.) that would repeal and replace a section of the Eureka Municipal Code (Title 15, Chapter 150, Section 150.029) pertaining to the Board of Appeals. The Board of Appeals is responsible for reviewing appeals and approving alternative construction methods.
