As the Eureka City Council sat in their chambers, discussing the Capital Project Reimbursement Resolution, a feeling of unease settled over the room. The Finance Director, Lane Millar, spoke confidently about the plan to take on new debt to fund various city projects, but to some council members, something felt off.
One council member, Sarah, couldn’t shake the feeling that there was something sinister lurking beneath the surface of this seemingly routine resolution. She began to research the history of the proposed projects and uncovered a dark secret.
It turned out that the site for the new Operations Complex was once a burial ground for early settlers of Eureka, their bodies never properly moved when the city expanded. City Hall was built on the site of an old asylum where unspeakable horrors took place. And the Municipal Auditorium was rumored to be haunted by the ghosts of performers who never made it out alive.
As Sarah delved deeper into the plans for the Wastewater Fund debt issuance, she discovered that the Elk River Wastewater Treatment Plant was built on cursed land, where a witch was said to have been burned at the stake centuries ago. The treatment plant itself was plagued by mysterious accidents and unexplained deaths.
Sarah tried to warn her fellow council members, but they dismissed her as paranoid and superstitious. Undeterred, she decided to investigate the sites herself, sneaking into the Operations Complex at night and wandering the halls of City Hall alone.
What she found chilled her to the bone. The walls of the Operations Complex seemed to whisper with the voices of the long-dead settlers, and the shadows in City Hall moved of their own accord. As she made her way to the Municipal Auditorium, she heard the haunting melody of a ghostly piano playing in the empty halls.
But it was at the Elk River Wastewater Treatment Plant where Sarah’s worst fears were realized. The plant itself seemed to come alive, pipes groaning and machinery creaking as if possessed by some malevolent force. And in the distance, she could see the faint outline of a figure, a woman in tattered robes, her eyes glowing with an otherworldly light.
Terrified, Sarah fled the plant, vowing to stop the debt issuance and halt the projects before the dark entities that dwelled in those cursed places could unleash their wrath upon the city. But it was already too late. The City Council had signed the resolution, and now, the true horror of their decision was about to be unleashed.
