Once upon a time in the beautiful city of Eureka, there was a City Council meeting to discuss the proposed fee schedule for the upcoming fiscal year. The Finance Director, Lane Millar, had prepared a detailed report outlining the various fees and service charges that would be changed. The Mayor and City Council members were gathered around the table, ready to make important decisions for the city.
As they reviewed the proposed fee schedule, they noticed that changes were being made in departments such as Building, Community Services, Code Enforcement, and more. The goal was to assess opportunities for revenue generation and be financially responsible in setting the fees for city services.
After much discussion and consideration, the City Council decided to hold a Public Hearing to hear feedback from the residents of Eureka before making a final decision. They wanted to make sure that the fees were fair and reasonable for everyone in the community.
As the night fell and the meeting came to an end, the City Council members felt proud of the work they had done to ensure the financial stability of their city. They knew that by carefully reviewing and updating the fee schedule, they were helping to support the growth and prosperity of Eureka for years to come.
And so, with the resolution adopted and the schedule of fees in place, the City Council bid each other goodnight and went home to rest, knowing that they had done their best to serve the people of Eureka. The stars twinkled overhead, casting a peaceful glow over the city as everyone settled in for a well-deserved sleep.
And as the residents of Eureka drifted off to dreamland, they felt grateful to have such dedicated leaders looking out for their best interests. The City of Eureka was in good hands, thanks to the hard work and diligence of the City Council members who worked tirelessly to keep their beloved city running smoothly. And with that thought in mind, they closed their eyes and drifted off to sleep, knowing that a bright future awaited them in the morning. The end.

… or, as a World War I infantryman's letter home to his sweetheart!

My Dearest Jane,
I hope this letter finds you well and safe back at home. I am writing to you from the trenches, under heavy fire from German artillery. The sounds of explosions and gunshots fill the air, but amidst all this chaos, thoughts of you are the only thing that keeps me going.
I wanted to share with you some news from back home. The City Council recently discussed the Highland Park Renovation Project, Bid No. 2024-1. The project included upgrades to the tennis/pickleball courts, trail system, playground, concession/restroom building, irrigation, fencing, and landscaping.
After careful consideration, the Council has accepted the project and authorized the filing of a ‘Notice of Completion’ at the Office of the County Recorder. The construction contract was awarded to Hooven and Co. Inc. for a total amount of $834,000, including contingency.
I wish I could be there to see the improvements at Highland Park with you. The thought of spending time together in a beautiful, renovated park brings me comfort during these difficult times.
Please know that you are always in my thoughts, my love. Stay safe and keep me in your heart until we can be together again.
With all my love,
Charles

… or, as a conversation between two very stoned people named Starfish and Noodles!

Starfish: Hey, Noodles, have you seen this agenda for the city council meeting?
Noodles: Whoa, man, I haven’t. What’s it about?
Starfish: It’s about the destruction of records in the police department.
Noodles: Destruction of records? That sounds intense. Why would they want to do that?
Starfish: Apparently, it’s to get rid of out-of-date and no longer useful records. They have this resolution they want to adopt.
Noodles: Ah, I see. So, it’s like cleaning up their files and stuff.
Starfish: Yeah, exactly. It’s all part of optimizing city operations, according to their goals.
Noodles: Cool, cool. So, like, what kind of records are they destroying?
Starfish: Well, it says here that the Eureka Police Department has compiled a list of records for destruction. They have this whole policy and procedure for it.
Noodles: Man, that’s so organized. I wish I could be that organized with my stuff.
Starfish: Yeah, me too. Anyway, it says there’s no fiscal impact, so it’s not costing them anything extra to do this.
Noodles: That’s good to know. Hey, do you think they’ll let us watch the destruction of the records? That would be so wild to see.
Starfish: I don’t know, man, but that would be pretty trippy to watch while we’re stoned.
Noodles: Totally, we should totally try and sneak in and watch it happen.
Starfish: Yeah, for sure. Let’s make a note to do that after we finish this bag of chips.
Noodles: Definitely, man. This is gonna be epic.

This update includes wage increases, organizational adjustments, and classification changes that were approved during budget negotiations. Good morning, my beloved congregation.
Today, we gather here not just as a church, but also as members of a larger community - the city of Eureka. As we look at the agenda summary presented by the Eureka City Council regarding the update to the salary schedule for July 2025, we are reminded of the importance of financial stewardship and providing effective services.
The recommendation put forth by the Director of Human Resources, Will Folger, is to adopt a resolution approving the city’s salary/pay rate schedule for all position titles and classifications. This includes regular full-time, regular part-time, and temporary positions. The update includes a 3% cost of living adjustment, salary adjustments for various positions, and establishing pay rates for new classifications.
As a church, we understand the importance of fair wages and just compensation for all workers. We believe that all individuals should be valued for their work and deserve to be compensated fairly for their contributions to society. This update reflects the city’s commitment to recognizing the hard work and dedication of its employees.
We are also reminded of the importance of transparency and accountability in financial matters. The city’s salary schedule is adopted annually during the budget approval process and is available for public inspection. This ensures that the community has access to information about how taxpayer funds are being utilized and how employees are being compensated.
As we reflect on this update to the salary schedule for July 2025, let us remember the values of fairness, transparency, and accountability. Let us continue to work towards building a financially sound city that provides effective services to its residents.
May we continue to seek justice, love mercy, and walk humbly with our God as we navigate the complexities of governance and financial stewardship. Amen.

I. REPORTS/ACTION ITEMS
1. Joint Exercise Powers of Agreement for Humboldt Bay Fire
The Eureka City Council is being asked to approve an updated agreement between the City of Eureka and the Humboldt No.1 Fire Protection District. This agreement establishes the Humboldt Bay Fire Joint Powers Authority, which helps improve emergency response services. The agreement includes changes to the cost-sharing ratio between the two agencies and the addition of a fifth member to the JPA Board. The updated agreement has been reviewed and approved by legal counsel from both agencies and the Humboldt No.1 Fire Protection District Board of Directors.

Detective Riley Jones sat in her office, pouring over the latest agenda summary from the Eureka City Council. The report detailed the Joint Exercise Powers of Agreement for Humboldt Bay Fire, a partnership between the City of Eureka and the Humboldt No.1 Fire Protection District. As she read through the document, her detective instincts kicked in.
Riley had a knack for spotting discrepancies and anomalies, and something about this agreement didn’t sit right with her. She noticed the mention of a revised cost-sharing ratio between the two agencies, as well as the addition of a fifth at-large member to the JPA Board. These changes seemed innocent enough on the surface, but Riley’s gut told her there was more to the story.
Digging deeper, Riley discovered that the financial analysis supporting the revised cost-sharing ratio had been conducted by a consulting firm called Citygate and Associates. Intrigued, she decided to look into the background of this company.
What she found sent a chill down her spine. Citygate and Associates had a reputation for shady dealings and connections to organized crime. Could it be possible that they had influenced the JPA agreement in some way?
Riley knew she had to investigate further. She began interviewing key players involved in the agreement, including Fire Chief Tim Citro and members of the JPA Board. As she pieced together the puzzle, a dark and sinister plot began to emerge.
It became clear that Citygate and Associates had manipulated the financial analysis to benefit their own interests, siphoning funds from the JPA and lining their own pockets in the process. The revised cost-sharing ratio was just a smokescreen for their illegal activities.
With the help of her trusty partners on the police force, Riley worked tirelessly to expose the corruption and bring those responsible to justice. As the investigation unfolded, she found herself drawn into a dangerous game of cat and mouse, where betrayal and deception lurked around every corner.
In the end, Riley’s determination and keen investigative skills prevailed. The culprits were apprehended, and the JPA agreement was revised once again, this time with transparency and integrity at its core.
As Riley closed the case, she couldn’t help but reflect on the words of the agenda summary that had sparked her curiosity in the first place: “Committing to public health and safety, improving services and emergency responses for a secure, welcoming community.” In her own way, Riley had upheld these values, ensuring that justice prevailed in Eureka.

The Eureka City Council is discussing whether to continue using Avelo Airlines for city staff travel to Southern California, as it is a cost-effective option. While Avelo has been used for its competitive pricing, there are concerns regarding their involvement in deportation flights. The council is considering the option of using United Airlines instead, despite higher costs. Continuing with Avelo Airlines would save the city money compared to using United Airlines.

… or, as Star Trek fan fiction!

Captain Jean-Luc Picard sat in his ready room on the USS Enterprise, reviewing the latest agenda summary from the Eureka City Council. He furrowed his brow as he read about the use of Avelo Airlines for city staff travel to Southern California. While the cost-effective option seemed like a logical choice, the recent controversy surrounding Avelo’s involvement in deportation flights raised some concerns.
As a staunch advocate for effective governance and communication, Captain Picard knew that the decision on whether to continue using Avelo Airlines required careful consideration. He called a meeting with his senior staff to discuss the matter.
Commander Riker, Lt. Commander Data, and Counselor Troi gathered in the conference room as Captain Picard outlined the situation. They debated the pros and cons of continuing to use Avelo Airlines, weighing the cost savings against the ethical implications of supporting a company involved in deportation flights.
After much deliberation, the crew came to a unanimous decision. They would recommend to the Eureka City Council that they transition to United Airlines for their travel needs, despite the higher costs. Captain Picard believed that upholding their values and principles was more important than saving money.
The Enterprise set a course for Eureka, ready to deliver their recommendation to the city council. As they arrived at the council chambers, Captain Picard stood before the assembled members and made his case. He spoke of the importance of standing up for what is right, even when it comes at a cost. The council listened intently, and after a thorough discussion, they voted to transition to United Airlines for their travel needs.
As the Enterprise departed Eureka, Captain Picard couldn’t help but feel a sense of pride. By following their beliefs and values, they had made a difference in the world, one small decision at a time. And for the crew of the Enterprise, that was the true mark of effective governance and communication.
