The City of Eureka is planning a project called the Flood Reduction and Sea Level Rise Resiliency Project. The purpose of the project is to reduce flooding and increase the ability to withstand rising sea levels in coastal areas of the city. They also want to improve the water quality in Humboldt Bay. The project involves replacing storm drain pipes, installing tide gates and stormwater management features, and doing some earthwork in Palco Marsh. These improvements will help prevent flooding and protect the city’s infrastructure. The project requires some permits and approvals before it can begin. The City has prepared an environmental study which shows that with certain measures in place, the project will not have a significant negative impact on the environment. The City is recommending holding a public hearing and adopting a resolution to move forward with the project. The contact person for more information is Caitlin Castellano, Senior Planner.

CAITLIN CASTELLANO, a Senior Planner, stands at the front of the room, ready to present the Flood Reduction and Sea Level Rise Resiliency Project.

CHAIRPERSON
Alright, everyone, let’s begin. Today, we have Caitlin Castellano here to present the Flood Reduction and Sea Level Rise Resiliency Project. Caitlin, please proceed.

Caitlin nods and begins her presentation, using a projector to display images of the project locations and stormwater basins.

CAITLIN
Thank you, Chairperson. Good morning, everyone. Today, I will be presenting the Flood Reduction and Sea Level Rise Resiliency Project, which is a proposal by the City of Eureka. The purpose of this project is to reduce flooding and increase sea level rise resiliency of public infrastructure within urbanized coastal areas of the City, while also improving water quality in Humboldt Bay.

Caitlin flips through the slides to show the specific improvements and components of the project.

CAITLIN (CONT’D)
The project includes replacing undersized storm drain piping and culverts, installing tide gates, Low Impact Development features, such as rain gardens, and trash capture devices. We also plan to enhance the stormwater storage capacity of Palco Marsh.

She pauses and looks at the Commission members.

CAITLIN (CONT’D)
The majority of the project components are located within street segments and intersections throughout the City. We have identified key locations, such as Del Norte Street, Short Street, and Koster Street, where stormwater pipe replacements and Low Impact Development installations will take place.

Caitlin continues to provide detailed information about the project, including its background, purpose, and benefits.

CAITLIN (CONT’D)
The proposed project was developed through community engagement and is included in the Eureka Area Watersheds Storm Water Resource Plan. It is also a part of the City’s Capital Improvement Program. The project aims to address the current flooding issues and prepare for future sea level rise impacts. By improving the storm drain network, installing tide and flap gates, and implementing Low Impact Development measures, we can reduce flooding, protect public infrastructure, and improve water quality in Humboldt Bay.

She concludes her presentation and looks towards the Commission members for questions or comments.
