Another Weed Shop in Eureka? Planning Commissioners to Consider Permit Application for Dispensary on Broadway at This Week’s Meeting

The greater Eureka area is home to more than a dozen cannabis dispensaries. Does the city need one more?
The Eureka Planning Commission will consider that question on Tuesday during its review of a permit application for Black Market Cannabis Cultivation and Dispensary, a new pot shop proposed for 2235 Broadway, across the street from Harbor Lanes.
The application, submitted by Eureka resident Caleb Salstrom, seeks to transform the long-vacant two-story building into a cannabis cultivation, distribution and retail business. If approved, the permit would allow for 439 square feet of indoor cultivation, some of which would be on display to provide customers with an “educational experience.” The drying and storage rooms would be off limits to the public.
“The retail area will include product display cases and viewing windows that will allow customers to see into three enclosed cultivation rooms,” the staff report states. “These viewing rooms will highlight cannabis plants categorized by phenotype and genotype, including a Sativa room, an Indica room, and an auto-flower room.”
The dispensary would operate Thursday through Sunday from noon to 6 p.m. with two part-time employees working alongside the owner-operator, according to the application. At full capacity, up to four employees may be on staff.
The staff report notes that there are three other pot shops already operating within a half-mile of the proposed project site — Green Rush Cannabis, Crisp Lounge and Humboldt’s Premium Cannabis Dispensary — and another ten spread across Eureka and Myrtletown. Lotta Farms has secured a permit for another dispensary just up the street from the proposed project site at Broadway and 15th, but it’s still under construction.
Why so many dispensaries? Well, Eureka’s current cannabis regulations “do not impose spacing requirements or limits on the number of dispensaries allowed” in the city.
“The presence of multiple cannabis retail businesses reflects market demand and demonstrates that Broadway is highly desirable for this type of use,” the staff report states. “Many of these cannabis retail businesses have occupied and invested in chronically vacant buildings and tenant spaces, positively impacting surrounding uses. … Due to its location along Broadway, the site is highly visible, and the project will reactivate a currently unused and dilapidated storefront that is currently detracting from the appearance and sense of vitality of the corridor.”
The proposed project is located within the “service commercial zoning district,” where “general cannabis use” is principally permitted. The retail component of the project would require a conditional use permit. Other than that, the application “is compatible with the existing and planned land uses in the vicinity,” according to staff.

Rende Bahmad wants to turn their home into a vacation rental with no onsite owner. The city staff recommends approving this request because it meets all the requirements and regulations. Nearby neighbors have expressed concerns, but data shows that vacation rentals make up a small percentage of the housing stock in the city. The project is considered to be suitable for the area and will not have a negative impact on the community. It is also exempt from environmental assessments.

As the Planning Commission prepared to make their final decision on the Bahmad Vacation Rental project, little did they know that the seemingly innocent proposal would set off a chain of events that would change the course of human history.
Rende Bahmad, the property owner, had grand plans for the 1,175-square-foot single-family residence on East Avenue. Unbeknownst to the Commission, Bahmad was not your average vacation rental owner. In fact, Bahmad was not even human.
Bahmad was an alien from a distant galaxy, sent to Earth on a mission to study human behavior and culture. The vacation rental was merely a front for Bahmad to observe humanity up close and learn their ways.
As the Commission debated the merits of the vacation rental, a strange energy began to emanate from the property. Residents in the surrounding area reported seeing strange lights and hearing mysterious noises coming from the house.
Unbeknownst to the Commission, Bahmad had activated a cloaking device that masked the true nature of the vacation rental. Inside the house, advanced technology from Bahmad’s home planet buzzed and hummed, collecting data on human interactions and societal norms.
As the Commission prepared to vote on the project, a rift in space-time opened up above the house, revealing Bahmad’s true form. Shocked gasps filled the room as Bahmad revealed the truth behind the vacation rental.
Before the Commission could react, Bahmad activated a teleportation device and vanished, leaving behind a bewildered group of humans grappling with the realization that they had just been visited by an extraterrestrial being.
The Bahmad Vacation Rental project was quickly shut down and the property quarantined as government agents swooped in to investigate. The incident was kept under wraps, with the official explanation being a simple case of fraud and deception by the property owner.
But for those who witnessed Bahmad’s true form, the experience would stay with them forever, a reminder that we are not alone in the universe and that strange and mysterious forces lurk among us, just waiting to reveal themselves. And as for Bahmad, the alien observer disappeared into the cosmos, his mission on Earth complete.

1. General Plan Conformance Review for County Acquisition of 4325 Broadway
The County of Humboldt is planning to acquire the former K-Mart property at 4325 Broadway to create a “One-Stop Permitting Facility” for government offices. This will help improve services and reduce leasing costs. The property is located in both the City’s inland and coastal zones. The acquisition aligns with the City’s goals for adaptive reuse of vacant sites and community services. The Planning Commission is recommending the acquisition be approved.

Conspiracy Theory: The County of Humboldt’s acquisition of 4325 Broadway is not simply for the purpose of creating a “One-Stop Permitting Facility”. In reality, this property is being acquired as part of a larger government conspiracy to control and monitor the population.
The property’s strategic location near the southern entrance of Eureka allows for easy access and surveillance of incoming and outgoing traffic. The building’s existing features, such as the large parking lot and traffic signal, will be utilized for government surveillance operations.
Additionally, the property’s proximity to the City’s municipal wastewater treatment plant and coastal wetlands provides the perfect cover for covert government activities. It is believed that underground tunnels and secret facilities will be built beneath the property for classified government operations.
