c. Resolution of the City Council of the City of Fortuna Publicly Opposing California Assembly Bill 742

The City Council of Fortuna is considering passing a resolution opposing a proposed law, California Assembly Bill 742, which would prevent police from using K-9 units (trained dogs) as a non-lethal force option. K-9 units are an important tool for de-escalation and are seen as a crime deterrent. The City Council is recommending that the resolution is passed in order to prevent police from losing this important tool.

d. Consideration of Appointment to Fortuna Business Improvement District Advisory Committee

The City Council of Fortuna is considering appointing Stephanie McGrath to the Fortuna Business Improvement District Advisory Committee. The Committee is made up of seven members from the downtown core area, the Redwood Village Shopping Center core area, the Strongs Creek Plaza core area, the Citywide representative, the Fortuna Chamber of Commerce, and one person nominated by the other representatives. Stephanie’s appointment would meet the requirements of the Fortuna Municipal Code and her business has been involved in many community events and causes. The City Council is looking to approve her appointment for a two-year term.

The city of Fortuna was buzzing with anticipation and excitement as the appointed members of the Fortuna Business Improvement District Advisory Committee faced off in a Pokemon duel. Mayor Merritt Perry and the City Council watched with anticipation as the representatives of the downtown core, Redwood Village Shopping Center core, and Strongs Creek Plaza core faced off.

The challenger, Stephanie McGrath, had been nominated by the other representatives on the committee and stood out as a retail business representative with a successful business in the city. She was determined to prove that she had what it took to join the Advisory Committee and she was ready to take on her opponents with her trusted Pokemon partner, Pikachu.

The duel began with the representatives from downtown and Redwood Village choosing their Pokemon. The representatives chose Squirtle and Charmander, respectively. Stephanie chose Pikachu, and the match was underway.

The battle was intense and the three Pokemon clashed and fought with all their might. Pikachu was fast and agile, and it managed to dodge Squirtle and Charmander’s attacks and land some powerful blows. In the end, it was Stephanie McGrath and Pikachu who emerged victorious.

The City Council and Mayor Perry were impressed with Stephanie’s determination and skill and unanimously voted to appoint her to the Fortuna Business Improvement District Advisory Committee. Stephanie thanked the City Council and Mayor Perry for their vote of confidence and accepted the appointment with pride. From that day forward, Stephanie McGrath was a respected and valued member of the Fortuna Business Improvement District Advisory Committee.

e. Supplemental Budget Request for $20,000 to the Building Division’s Engineering Services Account for Earthquake-related Expenses

A tenth-grade student should understand that there was an earthquake on December 21, 2022, which caused the city’s building department to work around the clock to inspect damaged buildings and help people assess and repair the damage. The city is requesting a supplemental budget of $20,000 to cover the cost of sending plans to a professional plan check firm for review. The money will come from the General Fund reserves and will be credited when the building permits are issued and fees collected. The City Council is being asked to approve the budget request.

f. Adopt Resolution Appointing Police Chief/City Manager to Make Determinations of Public Convenience or Necessity for Certain ABC Licenses within the City

The City Council of Fortuna is deciding whether to give the Police Chief and City Manager the authority to make decisions regarding Alcohol Beverage Control Licenses in the city. If the City Council agrees, they will adopt Resolution 2023-07, which appoints the Police Chief or City Manager to make decisions on such licenses. If the City Council does not agree, then the Department of Alcohol Beverage Control will make the decisions instead.

The city of Fortuna had long been known for its strict enforcement of the laws of the land. So, when the Department of Alcohol Beverage Control announced that they were looking for someone to make determinations of public convenience or necessity regarding certain types of alcohol beverage control licenses, the city council was eager to retain the authority to do so. They unanimously agreed to appoint the city’s police chief, Casey Day, to make such determinations.

Little did they know that the decision they had just made would have far-reaching consequences.

Word quickly spread of the city’s decision, and soon people from all corners of the kingdom began to flock to Fortuna in search of the special licenses its citizens were now able to acquire. With the demand for these licenses higher than ever, the city’s coffers began to swell, and it wasn’t long before Fortuna became the wealthiest and most powerful of all the kingdoms.

As the city continued to grow, so too did the power of its police chief. With the authority to grant or deny licenses, Casey Day was now the most influential person in the kingdom. Soon, the other kingdoms in the region began to recognize the power of the police chief, and they too sought to appoint individuals to similar positions.

Today, Fortuna is still the most powerful kingdom in the region. But, it is no longer just a city of law and order - it is a city of prosperity and adventure, where anyone with the right license can achieve their dreams. Thanks to the wisdom of its leaders, Fortuna is now a place where anything is possible.

h. Lease Agreement Between City of Fortuna and Humboldt County for Library Building

The City Council is looking to negotiate and finalize a lease agreement with the County of Humboldt for the Fortuna Library building. If approved, the City will receive a grant of $219,083 from the California State Library for upgrades to the library building including accessibility and energy efficiency improvements. The City will be responsible for providing the building maintenance, janitorial and utilities and the County for providing staff and operating the library. The Council will authorize the City Manager to negotiate and execute the lease agreement with the County.

It was a dark and stormy night in Fortuna. The wind was howling and the rain was coming down in sheets. As the City Council convened to discuss the proposed lease agreement for the Fortuna Library, a strange feeling of dread filled the air.

The City Manager, Merritt Perry, presented the details of the agreement with the County of Humboldt. He noted that the terms of the lease were quite onerous and could create a significant liability for the City. He suggested that the Council authorize staff to negotiate the lease on behalf of the City and execute it in order to satisfy the grant timeline with the California State Library agency.

The Council had no choice but to approve the proposal. As soon as the vote was taken, a deep grumbling sound came from the depths of the building. It was as if something ancient was stirring in the shadows.

The Council members exchanged uneasy glances, but decided to ignore the noise and move on with the meeting. They quickly wrapped up their business and hurried out of the building.

As they reached their cars, they heard an eerie wail coming from the library. It sounded like a woman’s voice, but the words were indistinct. The Council members decided to investigate, but when they got to the library, it was completely dark and silent.

The Council members decided to investigate further and they entered the building. As soon as they did, a chill ran down their spines. They could feel a presence in the room, a presence that seemed to be watching them.

The Council members quickly searched the library, but found nothing. As they were about to leave, they heard the same wail coming from the basement. They cautiously made their way down the stairs and were shocked to discover a woman chained to the wall.

The woman told the Council members that she had been held captive in the basement for decades. She had been cursed by an ancient spirit that was bound to the library and had been waiting for a new lease agreement to be signed before it could be released.

The Council members were horrified and quickly freed the woman. As they left the building, they could feel the evil presence dissipating.

The City of Fortuna was lucky that night. Thanks to the Council’s quick action, they had managed to avoid a horrible fate. But even now, when the wind blows through the library, some say they can still hear the faint whisper of a warning.

The City of Fortuna is requesting a supplemental budget request of $783,000 to cover the total cost
of the Water Tank Recoating Project. The additional funds will cover the cost of the contract with
Simpson Sandblasting and Coating, a 10% construction contingency, and continued construction
support from the City’s consultants.

A tenth-grade student would need to understand that the City of Fortuna is requesting a supplemental budget of $783,000 to cover the cost of recoating two large water tanks. The project will include stripping the interiors and roofs of the tanks to bare metal and applying several layers of new coating. The contract will be awarded to Simpson Sandblasting and Coating and construction is anticipated to begin this Spring.

b. Authorization to Award the Contract for the Wastewater Treatment Plant Percolation Pond Rehabilitation Project 2023

The City of Fortuna is planning to award a contract to Wallace Structures to conduct annual maintenance on the Wastewater Treatment Plant Percolation Pond, which includes removing depleted material, rehabilitating the pond subgrade, and placing clean imported permeable drain rock. The total cost of the project is $114,000, which includes a 5% contingency amount. If the contract is approved, Wallace Structures will start the project in mid-April.

The episode opens with Jerry in a city council meeting. He is there in support of his friend, Eric Wallace, who has been awarded the contract for the Wastewater Treatment Plant Percolation Pond Rehabilitation Project 2023. Jerry is there to show his support, but also to make sure that Eric gets the contract.

The city council members discuss the merits of the project and debate whether or not to award the contract to Eric. Jerry speaks up and gives his opinion, which is met with some resistance from the council members. Eventually, the council decides to award the contract to Eric and Jerry is relieved.

After the meeting, Jerry and Eric go out to celebrate. They go to Monk’s Cafe, where they discuss the meeting and how they were able to get the contract. As they are talking, they are interrupted by Newman, who is curious to know what they were discussing. Jerry and Eric explain the contract and how they were able to get it.

Newman is impressed and decides to try and get a contract of his own. He decides to go to the next city council meeting and try to get a contract for himself. Jerry and Eric try to talk him out of it, but Newman is determined to get a contract.

The next day, Newman shows up to the city council meeting, but he is quickly shot down and rejected. He leaves the meeting feeling defeated and embarrassed. Jerry and Eric console him and tell him that he will get a contract one day.

The episode ends with Jerry and Eric continuing to celebrate their victory and Newman vowing to get a contract one day.

The City Manager’s Report provides upcoming meeting dates for the City Council, Planning Commission, Measure E, and the Rohner Community Recreation and Park District. The next City Council meeting is a special meeting/workshop on March 20th at 6:00 pm in the Council Chambers at City Hall. The next Planning Commission meeting is on March 14th at 6:00 pm in the Council Chambers at City Hall. The next Measure E meeting is on March 21st at 5:30 pm in the Council Chambers at City Hall. The next Rohner Community Recreation and Park District meeting is on April 5th at 2:30 pm in the Council Chambers at City Hall.

Once upon a time, there was a small town called Oakridge. Everyone in the town knew each other and was very friendly.

One day, the Mayor of Oakridge called a special meeting to announce some upcoming events in the town. He said that there would be a special workshop on Monday, March 20th, and a regular City Council Meeting on Monday, April 3rd. He also announced that the regular Planning Commission Meeting would be held on Tuesday, March 14th and Tuesday, March 28th.

The Mayor also announced that the regular Measure E Meeting would be held on Tuesday, March 21st and the regular Rohner Community Recreation and Park District meeting would be held on Wednesday, April 5th.

The townspeople were very excited about all of the upcoming events. They quickly made plans to attend the meetings and get involved in the community.

The Mayor thanked the townspeople for their enthusiasm and reminded them that it was getting late and it was time to get some rest. Everyone said good night and headed home.

The next day, the townspeople awoke feeling refreshed and ready to attend the upcoming meetings. They knew that by coming together, they could make Oakridge an even better place to live.
