a. Transactions and Use Tax Measure

The City Council is considering increasing the city’s transactions and use tax to generate more revenue for essential public safety services. The current tax rate is 0.75 percent, and the proposal is to potentially increase it to fund services like police, public works, and parks and recreation. The Council needs to decide whether to propose this increase to the voters, and there is a process in place to do so. Ultimately, the goal is to maintain and improve essential city services and address increasing costs.

My dear congregation,

Today, I come before you to address an important issue that affects not only our City but also our community as a whole. As many of you may be aware, there is a proposal to increase the City’s existing 0.75 percent transactions and use tax in order to generate necessary revenue to fund essential public safety services. This measure, known as Measure E, has been in place since 2016 and has helped fund important programs and services that benefit all of us.

The revenue generated from Measure E currently funds essential public services such as positions in the Fortuna Police Department, public works programs, and parks and recreation programs. However, the cost of providing these services has been steadily increasing, and additional funds are needed to meet current and projected costs. Without this increase in revenue, the City may struggle to recruit and retain quality employees, and essential services may suffer.

The Council has the option to propose a measure to the voters to increase the transactions and use tax rate. This increase in revenue could help fund special projects beyond normal operations and ensure that our public safety services remain strong. The Council may choose to increase the tax rate by multiples of 0.125 percent, up to a maximum of two percent. This increase in revenue could provide much-needed support for our City and help us continue to thrive.

As members of this community, I urge you to stay informed and engaged in this important decision. Your voice matters, and your input can help shape the future of our City. I encourage you to participate in public meetings, share your thoughts with the Council, and ultimately, exercise your right to vote on this measure.

Together, we can make a difference and ensure that our City remains a safe and vibrant place for all who call it home. Let us come together in unity, prayer, and action to support this important initiative and continue to build a stronger, more resilient community.
