The Mayor nods, acknowledging the completion of the reports. Across the room, City Manager MERRITT PERRY watches attentively, his brow furrowed in thought.

Moving on to the Measure E update, the committee has finalized a list of recommended projects to be funded. We’re pleased to announce that several key positions within the Police Department and Parks and Recreation Department will be funded through Measure E.

Council members murmur their approval, clearly pleased with the allocation of funds. But Merritt’s expression darkens, a shadow passing over his face.

MERRITT
(quietly)
Something doesn’t add up.

The council members look at him, surprised by his sudden change in demeanor.

MAYOR
What do you mean, Merritt?

MERRITT
(leaning in closer)
I’ve been reviewing the financial data, and there are discrepancies in the budget allocation. It looks like some funds have been diverted to unauthorized projects.

The room falls silent, tension thick in the air. Aaron’s eyes widen in shock, realizing the implications of Merritt’s words.

AARON
(whispering)
That’s impossible. I oversaw the budget myself. Everything was approved by the committee.

Merritt stands up, his voice firm and determined.

MERRITT
We need to launch an investigation immediately. There’s something shady going on here, and I won’t rest until we get to the bottom of it.

With each new ally they gained, their resolve grew stronger, and they vowed to fight for the preservation of Fortuna’s natural wonders.

The Adult Basketball League took on a new dimension as enchanted jerseys glowed with mystical symbols, granting players enhanced speed and accuracy on the court. The Roller Skating Rink became a portal to another realm, where skaters glided through shimmering gates that transported them to fantastical landscapes.

As word of the strange happenings in Fortuna spread, visitors flocked to the town not just for the historical museum, but for a chance to witness the magic that pulsed beneath the surface. The Depot Museum’s seasonal exhibit of spring-themed art took on a life of its own, with paintings coming alive and vintage postcards showing glimpses of hidden realms.

With Heather leading the charge and Lumi guiding her with ancient wisdom, the Parks and Recreation Department became a beacon of hope for both humans and magical beings alike. Together, they proved that even in the most routine of tasks, there was magic waiting to be discovered. And as the city council received their monthly report, they had no idea of the fantastical adventures unfolding right under their noses.

a. Public Hearing to Consider Approving a Ballot Measure to Increase the Existing 0.75-cent Transaction and Use Tax up to and Including 0.75-cent, Resolution 2024-10

The City Council is considering increasing the local sales tax from 0.75 cents to 1.5 cents per dollar in order to fund essential city services like public safety, road maintenance, and parks. The decision will be made through a ballot measure in the November 2024 election, and the increase in tax could provide approximately $1.8 million annually. Not increasing the tax could lead to cuts in services and staffing. The Council will discuss and vote on the resolution to bring this measure to the ballot.

The beings introduced themselves as representatives from a distant planet, seeking to establish a peaceful alliance with Earth.

As the Mayor and City Council members stood in awe, the alien beings explained that they had been observing Earth for centuries, waiting for the moment when humanity was ready to join the intergalactic community. Their technology far surpassed anything the humans had ever seen, and they offered to share their knowledge and resources to help Earth prosper.

The alien beings shared their advanced technology with the city, revolutionizing infrastructure, transportation, and communication systems.
