4. CONSENT

a. Approval of the July 1, 2024 to June 30, 2025 Memorandum of Understanding (MOU) Concerning Working Conditions, Wages and Benefits with the Fortuna Police Employee Association (FPEA)

The City Council is being asked to approve an agreement with the Fortuna Police Employee Association about working conditions, wages, and benefits for the next year. The agreement includes things like a cost of living adjustment, increased pay for certain shifts, additional holidays, and retention bonuses for different positions. The total cost of the agreement will come from reserves and has already been reviewed by the Council. The recommendation is for the Council to approve the agreement.

Y para los Despachadores, uno de $4,000

El impacto fiscal ha sido calculado
El fondo general y de agua cubrirán
Aproximadamente $9,600 del primer
Y $14,400 del segundo se destinarán

b. Recommendation for Hiring Lateral Public Safety Dispatch Candidate at Step Three (3)

The Chief of Police is recommending hiring a seasoned Public Safety Dispatcher named Deanna Shaw at a higher pay level, based on her extensive experience and qualifications to bring added value to the department. Shaw has 21 years of experience in public safety dispatch and has completed the necessary certifications to excel in this role. Hiring her at a higher pay level will allow her to contribute immediately without the need for extensive training, and the cost increase is within the budgeted range. The City Council is being asked to approve this recommendation.

c. Recommendation for Hiring Engineering Tech II Candidate at up to Step Four (4)

The Public Works Director/City Engineer is recommending hiring an Engineering Technician II candidate at a higher pay rate due to their qualifications and previous experience. The candidate selected is Ryan Fraga, who has previous experience with the city and a degree in mechanical engineering. The city council needs to approve this higher salary before the candidate can be officially hired. The position is already budgeted for in the fiscal year 2024-25 budget.

d. Access Humboldt Service Agreement

The City Council is being asked to approve a service agreement with Access Humboldt for cable and video services in Humboldt County. Access Humboldt was created in 2006 to provide public, educational, and governmental access services. The agreement will be effective for several years and will involve each city and the county paying a flat rate annually. The City of Fortuna will be responsible for a portion of the cost. The City Council is recommended to approve the agreement.

AMY NILSEN: (nodding) Of course, Councilmember. The agreement includes provisions for financial transparency and accountability to ensure that the funds are used appropriately.

The council members vote unanimously to approve the Service Agreement with Access Humboldt.
