a. Second Reading and Adoption of Ordinance 2024-769, Amending the Fortuna Municipal Code Title 17 (Zoning Regulations) to Add Chapter 17.10, Reasonable Accommodations Policy and Procedures and Find the Amendments to be Exempt from CEQA.

The City Council is considering a new ordinance to help people with disabilities access housing in the city. This ordinance is important because it aligns with state laws and regulations. If the city doesn’t comply with these laws, it could face penalties and lose funding. The ordinance will also provide flexibility in zoning regulations to accommodate people with disabilities. b. Second Reading and Adoption of Ordinance 2024-772, Amending the Fortuna Municipal Code Title 17, Zoning Regulations, Regarding Single-Room Occupancy Facilities and Finding the Amendments to be Exempt From CEQA.

The city council is considering a new law about housing that would allow for single-room occupancy facilities. The law is being introduced to comply with state regulations and avoid penalties for noncompliance. Single-room occupancy facilities provide affordable housing for low-income individuals. The city council will have a public hearing to discuss and vote on the new law. The city’s budget will cover the cost of implementing the law. c. Introduction and First Reading of Organic Waste Disposal Ordinance 2024-770 Amendment

The City Council is considering amending an ordinance regarding organic waste disposal to comply with state regulations. The amendment includes requiring commercial edible food generators to register with the county and undergo annual inspections. There will be fees for registration and inspection, but it will not impact the city’s budget. The Council is recommended to hold a public hearing, review the amendment, and conduct a first reading before making a decision.

Conspiracy Theory: The City Council’s push for the Organic Waste Disposal Ordinance Amendment is actually a cover-up for a secret government experiment involving genetically modified food waste. d. City Council Appointments to Various Boards and Commissions

The City Council will be discussing and approving appointments to various Boards and Commissions. This happens at the end of the year or beginning of the New Year. The Mayor will make appointments with the approval of the Council. If Council members don’t think their current appointments are a good fit, they can discuss making changes. The Council will discuss, allow public comment, and then vote on the appointments.
