a. Consider appointing Lieutenant Matthew A. Eberhardt as Interim Police Chief

The City Council is considering appointing Lieutenant Matthew A. Eberhardt as the Interim Police Chief after the current chief resigned. Eberhardt has been with the department since 1998 and holds various certificates. The financial impact is within the budget for the next fiscal year. The Council should review the report, open public comment, and then make a motion to approve Eberhardt’s appointment.

… or, as an Elizabethan sonnet!

Upon this March day, the Council gathers near
To consider a new Interim Police Chief’s fate,
Lieutenant Eberhardt, a man of great cheer,
Whose leadership we cannot underrate.

With Chief Day’s resignation now in hand,
A vacancy looms within our city’s force,
It is recommended that Eberhardt stand
As interim chief to maintain the course.

A man of honor, with years of service true,
Starting in Ninety-Eight, climbing the ranks with ease,
His credentials shining bright like morning’s dew,
He’s more than qualified to lead with ease.

So let us approve this appointment today,
And trust in Eberhardt to lead the way.

b. Authorize City Manager to Execute Professional Services Agreement with Jen Rice Consults for Strategic Planning and Supplemental Budget Request

The City Council is recommending authorizing the City Manager to hire Jen Rice Consults for strategic planning. This process involves setting goals, priorities, and creating a shared vision for the city with input from the community. The initial cost is $18,810, with a potential additional cost of $15,475. The funding will come from city reserves and potentially a grant from the McLean Foundation. The goal is to improve community engagement, attract funding from grant agencies, and create a sense of direction for the city.

… or, as Schoolhouse Rock!

(Verse 1)
Hey there City Council, it’s time to set some goals
Work with the community to reach some new thresholds
We haven’t done this in quite a few years
Let’s get together, put aside our fears

(Chorus)
Strategic planning, it’s time to pave the way
Jen Rice Consults will help us seize the day
$18,810, that’s the cost we’ll pay
For a brighter future, let’s all come out to play

(Verse 2)
We’ll listen to the people, hear what they have to say
We’ll analyze the feedback, and come up with a way
To build a vision, a shared purpose too
With City Council and community, we’ll make it through

(Chorus)
Strategic planning, it’s time to pave the way
Jen Rice Consults will help us seize the day
$18,810, that’s the cost we’ll pay
For a brighter future, let’s all come out to play

(Bridge)
The fiscal impact is not too steep
We’ll dip into reserves, and future plans we’ll keep
Grant assistance may come our way
To make this project a brighter day

(Chorus)
Strategic planning, it’s time to pave the way
Jen Rice Consults will help us seize the day
$18,810, that’s the cost we’ll pay
For a brighter future, let’s all come out to play

(Outro)
So let’s authorize the City Manager today
To execute the agreement and show the way
For strategic planning, and a better tomorrow
Let’s work together, let’s conquer our sorrow!
