… or, as an episode of 'The Moe Hogan Experience'!
Moe Hogan: Welcome back, folks! Today we have a very special guest on “The Moe Hogan Experience,” the author of a document regarding some disbursements for the City of Fortuna. So, tell me, Aaron Felmlee, what can you tell us about these numbers?
Aaron Felmlee: Well, Moe, these disbursements are just a report of the expenses processed by the city for various services and supplies. It’s a pretty standard procedure for municipalities to keep track of their spending.
Moe Hogan: Uh-huh, uh-huh. And what caught my eye here is all this money going towards things like “legal services” and “equipment maintenance.” I mean, isn’t that just a fancy way of saying they’re payin’ off the mob or something?
Aaron Felmlee: (chuckles) No, no, Moe. Legal services are necessary for any city to ensure they are operating within the law, and equipment maintenance is just basic upkeep for things like vehicles and machinery.
Moe Hogan: Yeah, yeah, I hear ya. But what about all this talk of a “Successor Agency” and “Redevelopment Agency”? Are they secretly working on some kind of top-secret project to take over the world?
Aaron Felmlee: (laughs) Nothing like that, Moe. The Successor Agency is just a continuation of the former Redevelopment Agency, tasked with winding down any remaining redevelopment projects and obligations.
Moe Hogan: (excitedly) Wow, that’s some wild stuff, Aaron! And speaking of wild stuff, let me tell you about this amazing dietary supplement that’s been powering my days lately. Folks, listen up, because this stuff is the real deal…
Producer: (interjecting) Hey, Moe, I just looked it up, and that supplement you’re talking about actually has no scientific evidence backing up its claims.
Moe Hogan: (deflated) Oh, really? Well, folks, never mind that then. But hey, Aaron, thanks for shedding some light on those city disbursements. It’s been a real eye-opener! And folks, stay tuned for more questionable theories and dubious products on the next episode of “The Moe Hogan Experience.”

c. Parks Commission Bylaws Amendment
The Parks and Recreation Commission wants to change their meeting times and locations to be more flexible and better accommodate everyone involved. The staff recommends approving this change, as it will improve efficiency without causing any financial impact. If the change is not approved, the Commission will continue to meet at fixed times and locations, limiting their ability to adjust to everyone’s schedules.

The night was dark and stormy as members of the Parks and Recreation Commission gathered for their monthly meeting. The Rohner Park Recreation Hall was dimly lit, casting eerie shadows on the walls. The atmosphere was tense as they prepared to discuss the proposed amendment to the bylaws.
As the meeting began, a sense of unease settled over the room. The members could feel something sinister lurking in the shadows, watching their every move. The sound of the wind howling outside seemed to whisper warnings of danger.
Suddenly, a chilling voice filled the room, echoing off the walls. “You dare to change the rules?” it hissed. The members looked around in fear, unable to locate the source of the voice. It seemed to come from all directions at once.
As they attempted to continue the meeting, strange things began to happen. The lights flickered erratically, casting the room into darkness for brief moments. A cold breeze swept through the hall, causing a few members to shiver uncontrollably.
Then, without warning, the doors to the hall slammed shut, trapping the members inside. Panic set in as they realized they were no longer alone. Shadows danced along the walls, taking on twisted forms that seemed to reach out towards them.
One by one, the members of the Parks and Recreation Commission began to disappear. Their screams echoed through the hall, sending chills down the spines of those left behind. It became clear that something malevolent was at play, something that had been awakened by their attempts to change the rules.
As the last member vanished into the darkness, a sinister laughter filled the hall. The amended Parks and Recreation Commission Bylaws lay discarded on the table, a warning to all who dared to challenge the unknown forces that lurked within the shadows. And as the storm raged on outside, the Rohner Park Recreation Hall remained a haunted place, forever haunted by the spirits of those who dared to tamper with the rules of the unknown.

There are no anticipated fiscal impacts, and the council is recommended to introduce and conduct a first reading of the ordinance.

… or, as a Brazilian carnival song!
No ritmo do carnaval
Em Fortuna vou sambar
Regulando os estabelecimentos de massagem
Para garantir segurança e passagem
A polícia está pedindo
Que a lei seja aprovada
Para evitar problemas
E proteger quem é de verdade
Massagem é terapêutica
Serve para relaxar
Mas também pode ser usada
Para mal comportar
Com a nova regulamentação
Vamos garantir
Que tudo aconteça da maneira certa
E os negócios possam prosperar
Então vamos dançar
E celebrar com alegria
A aprovação da nova lei
Em um clima de harmonia
Viva o carnaval em Fortuna
E a nova regulamentação
Para garantir que todos
Tenham diversão e proteção.

b. Authorization to Submit a Proposal to Establish a NorCal SBDC Neighborhood Branch Serving Fortuna and the Greater Eel River Valley
The city is considering submitting a proposal to establish a Small Business Development Center branch in Fortuna and the Eel River Valley, which would provide assistance to local entrepreneurs and businesses. The branch would offer services like business planning, financing help, and training workshops. The city would host the branch, but the SBDC advisors would provide assistance, and a foundation would handle the administrative work. The proposal would have a financial impact of either $35,000 or $50,000 annually, depending on the level of service chosen. If approved, the city would submit the proposal by September 18th, with awards expected to be announced by November 13th. The establishment of the SBDC branch aligns with the city’s long-term economic development goals and strategic plan to support local businesses and strengthen the regional economy.

With an SBDC branch, we’ll help them farm.

To help them grow, succeed, and rise,
At City Hall, a branch we’ll host,
To make sure they are never lost.
With Level A or Level B in mind,
Funding strategy we will find,
To support our business community,
And foster economic unity.
Strategic Plan goals we will meet,
With this proposal, a future feat,
To build Fortuna strong and bright,
With businesses thriving day and night.
So, authorize this proposal we pray,
And help our businesses pave the way,
For growth, success, and prosperity,
In Fortuna and the Eel River Valley.

c. Hiring Freeze Exception – Finance Office Supervisor
The city staff is recommending that the City Council approve an exception to the current hiring freeze in order to fill a Finance Office Supervisor position that is anticipated to become vacant soon. This position is important for overseeing financial operations such as utility billing and accounts payable, and not filling it could lead to delays and potential revenue loss for the city. The city has already allocated funds for this position, so no additional budget appropriation is required. The recommended action is for the City Council to approve this exception and potentially promote an internal staff member to fill any resulting vacancies in the Finance Department.

… or, as an insane conspiracy theory!
Conspiracy Theory: The City Manager, Aaron Felmlee, is pushing for the exception to the hiring freeze for the Finance Office Supervisor position as a cover-up for a deeper plot. It is believed that Aaron Felmlee is actually a part of a secret organization within the city government that is using the Finance Department to embezzle funds and divert them for their own personal gain. By requesting to fill the Finance Office Supervisor position, they are ensuring that they have control over key financial operations, allowing them to manipulate budgets and siphon money unnoticed. The strategic reallocation of funds mentioned in the report is just a smokescreen to hide the true intentions of the City Manager and his accomplices. This hiring exception is not about maintaining critical financial services, but rather about furthering a corrupt agenda within the city government. The City Council must be wary of approving this exception and investigate the true motives behind it before it’s too late.
