In this document, the Planning Commission is considering a modification to a Conditional Use Permit for a property in Bridgeville. The modification involves adding a metal building for a nursery and changing outdoor cannabis cultivation to light deprivation with hoop houses. The County of Humboldt is considering giving a special permit to Pharming Humboldt Dreams Microbusiness to conduct cannabis-related operations in an existing structure. The project includes non-volatile manufacturing, distribution, and a nursery, with all cannabis sourced on-site. The project has passed environmental reviews and is recommended for approval by the Planning Commission. There are concerns about access and previous unpermitted activities on the site, but these issues have been addressed. The project includes plans for water usage, biological resources, energy sources, access, geologic suitability, security, safety, and tribal consultation. The staff recommends approving the project, but the Planning Commission could choose alternatives or add conditions if desired. A request is being made for a Conditional Use Permit to allow an annual 4-day event at the County Line Ranch involving camping, theater, music, and other activities. 4. Adopt a Vehicle Miles Traveled Policy by Resolution for CEQA Threshold and Screening Criteria Assessor Parcel Numbers (APN) 000-000-000 Record No.: LRP-2023-18792 Unincorporated Humboldt County. Recommend that the Board of Supervisors adopt by resolution a policy establishing a Humboldt County Vehicle Miles Traveled (VMT) CEQA threshold of significance and screening criteria for new development projects, to comply with California Senate Bill 743.
The County of Humboldt is asking the Planning Commission to recommend the adoption of a policy for assessing the impact of Vehicle Miles Traveled (VMT) on new development projects. This policy would establish thresholds and screening criteria to comply with California Senate Bill 743, which sets guidelines for analyzing transportation impacts. The goal is to reduce VMT and promote sustainable land use practices. The Commission has the option to adopt the policy or continue evaluating projects on a case-by-case basis. The policy is based on a study by traffic consultants and aims to address challenges in reducing VMT in a rural setting. Caltrans has provided comments on the proposal, including concerns with the use of data and suggestions for alternative strategies. The Commission can choose to recommend the adoption of the policy as presented or suggest changes, such as using different data sources or methodologies.
