5. Westhaven Community Services District General Plan Conformance Review for the acquisition of a portion of a parcel. Assessor Parcel Number: 513-190-008 Record Number

The Westhaven Community Services District is proposing to acquire a portion of a parcel for water treatment improvements. The parcel will be deed restricted to prevent development. The Planning Commission is recommended to adopt a resolution finding the acquisition to be in compliance with the Humboldt County General Plan. The project does not pose any major issues and is consistent with the General Plan’s land use designations. The proposal is not subject to environmental review under the California Environmental Quality Act. The remaining portion of the parcel will be retained by the current landowner.

… or, as a Robert Burns poem!

Dear Planning Commission, bonnie lads and lasses fair,
I come to ye with news of Westhaven’s care.
A portion of a parcel, they seek to acquire,
To improve their water treatment, nae to tire.

Deed restricted, this land shall be,
No development, only for all to see,
Hiking trails, a place for recreation,
Aye, Westhaven shows dedication.

To the General Plan, they conform,
With RA land use, aye, it’s the norm.
No wetlands, no habitat to disturb,
Only good intentions they preserve.

So let us adopt the resolution,
To support this deed restriction solution.
For Westhaven’s Community Services, let us commend,
Their efforts to protect and on nature depend.

From the county of Humboldt, let us approve,
This acquisition, so their waters improve.
Contact Trevor Estlow with any question,
For Westhaven’s future, let us fashion.

So here’s to Westhaven and their plan,
In the meeting of 6/26/2025, let us fan,
The flames of progress and conservation,
In the bonnie land of Humboldt, our beloved nation.

… or, as a corrido!

7. Humboldt Regional Climate Action Plan and CEQA GHG Emissions Thresholds. Assessor Parcel Numbers (APN) 000-000-000 Record No.: LRP-2019-15593 Humboldt Countywide. The Humboldt Regional Climate Action Plan (RCAP) includes strategies, measures, and actions addressing countywide greenhouse gas (GHG) emissions across unincorporated and incorporated Humboldt County and establishes a target of a 40 percent reduction in GHG emissions below 1990 levels by 2030 and a longer-term goal of carbon neutrality

The County of Humboldt is working on a plan to reduce greenhouse gas emissions in the area. They have set a target to reduce emissions by 40% below 1990 levels by 2030 and achieve carbon neutrality by 2045. The plan includes measures related to energy use, transportation, waste, water, and more. They are also proposing thresholds to evaluate future projects for their impact on emissions. There are potential environmental impacts related to the plan, and the Planning Commission will continue discussing it in August.

… or, as a Dungeons & Dragons campaign!

The County of Humboldt is facing a major challenge - reducing greenhouse gas emissions to combat climate change. The Regional Climate Action Plan (RCAP) outlines a series of measures and actions to achieve a 40 percent reduction in GHG emissions below 1990 levels by 2030, with a goal of carbon neutrality by 2045. As members of the Planning Commission, it is your task to navigate the complexities of this plan and ensure that future projects are in line with these ambitious targets.

In this Dungeons and Dragons campaign, the players are tasked with overseeing the implementation of the RCAP in the fictional County of Humboldt. As members of the Planning Commission, they must work together to evaluate projects, assess their potential impact on GHG emissions, and make decisions that will shape the future of the county.

The players will encounter a variety of challenges and obstacles along the way, including resistance from developers who are reluctant to comply with the new emissions thresholds, conflicts with environmental activists who demand stronger measures, and unexpected events such as natural disasters that threaten to derail their progress.

To succeed in this campaign, the players must use their skills in negotiation, diplomacy, problem-solving, and combat to navigate the complex political landscape of Humboldt County. They will need to balance competing interests, make difficult decisions, and ultimately ensure that the county stays on track to meet its climate goals.

As they progress through the campaign, the players will have the opportunity to shape the future of Humboldt County and leave a lasting impact on the environment and the community. Will they rise to the challenge and lead the county towards a sustainable future, or will they falter in the face of adversity? Only time will tell.
