1. Approval of Amendment No. 1 to Cooperative Agreement No. 24-0388-24-SF Sudden Oak Mortality Regulatory Program Contract and Supplemental Budget in the amount of $5,100 (4/5th Vote Required)

The Agricultural Commissioner is requesting approval from the Board of Supervisors for additional funding to support the Sudden Oak Mortality Regulatory Program. This program helps manage the spread of a plant disease called Sudden Oak Death in Humboldt County. The funding will be used for regulatory activities related to the program. The request also includes a waiver from certain local ordinances. The funding will come from the California Department of Food and Agriculture. The Board’s approval is needed for this funding to be allocated.

6. Professional Services Agreement Renewal with Boys & Girls Club of the Redwoods Regarding the Implementation and Administration of the SMART Moves, SMART Girls and Passport to Manhood Programs with a Maximum Amount Payable of $72,000

The County of Humboldt is renewing a contract with the Boys & Girls Club of the Redwoods to continue programs that help youth develop life skills and resist negative influences. The contract is for $72,000 from July 2025 to June 2026. The Department of Health and Human Services recommends approving the contract to ensure continuity of the programs. The funding comes from the Social Services Fund and any changes in funding may affect the agreement. The agreement will not impact staffing levels. The Board of Supervisors is asked to approve the contract to benefit youth in Humboldt County.

14. Professional Services Agreement with Linebarger Goggan Blair & Sampson, LLP (LGBS) for Third Party Debt Collection Services (4/5 Vote Required)

The Humboldt County Treasurer-Tax Collector’s Office is recommending that the Board of Supervisors approve an agreement with Linebarger Goggan Blair & Sampson, LLP (LGBS) for third party debt collection services. This is to collect court-ordered debt that has exhausted collection efforts. The county will pay a commission to LGBS for non-court ordered debt, which will be added to the principal amount collected. This agreement requires a four-fifths vote of the Board. It is important for generating revenue for the county and various departments and programs.
