2. Approval of Amendment No. 1 to Cooperative Agreement No. 25-0397-000-SG, High-Risk Pest Exclusion Program Contract with California Department of Food and Agriculture

3. Distribution of Excess Proceeds from Tax Auction of June 2023

14. Request for Qualifications No. DPW2026-002 Regarding the Provision of On-Call Land Surveying Services
The Humboldt County Department of Public Works is seeking proposals from qualified land surveying firms to help with road and bridge construction projects. The Board of Supervisors is being asked to approve the request for qualifications and authorize the Director of Public Works to advertise it. The estimated maximum amount payable for these services is $1,000,000 over three years. The funding for these projects comes from various sources including federal and state funds. 16. Approval of an agreement with KNN Public Finance, LLC for Municipal Advisory Services Related to the County’s Long-term Financing Needs from Dec. 1, 2026 to Dec. 31, 2028 in the Amount of $100,000
The County of Humboldt is considering entering into an agreement with KNN Public Finance, LLC to provide financial advisory services related to the county’s long-term financing needs. The agreement would last from Dec. 1, 2026, to Dec. 31, 2028, with a total cost not exceeding $100,000. The Treasurer-Tax Collector is recommending that the Board of Supervisors approve the agreement. The services provided by KNN would include financial analysis, evaluation of financing options, and advisory support. The agreement is structured to provide flexibility while controlling costs. The Treasurer-Tax Collector has requested a sole source exception for this agreement based on KNN’s experience in providing similar services to Northern California counties. As the Board of Supervisors gathered on the chilly evening of February 10, 2026, little did they know the dark and sinister forces that were about to be unleashed upon the County of Humboldt. The seemingly mundane agenda item, File #: 26-84, appeared harmless enough at first glance. Approval of an agreement with KNN Public Finance, LLC for municipal advisory services related to the County’s long-term financing needs seemed like just another routine administrative task.
However, as the Treasurer/Tax Collector presented the recommendation to the Board, a sense of unease began to settle over the room. The Treasurer’s voice wavered as they described the services that KNN Public Finance, LLC would provide – financial analysis, evaluation of financing options, structuring of debt. It all sounded innocuous enough, but there was something in the air that made the hairs on the back of everyone’s necks stand on end.
As the discussion continued, whispers of doubt and suspicion filled the chamber. Why was KNN Public Finance, LLC chosen as a sole source provider? What dark secrets lurked in their past dealings with neighboring counties? And why did the Treasurer-Tax Collector request a sole source exception for this agreement?
County Counsel and Risk Management may have reviewed the agreement, but their assurances did little to quell the rising sense of foreboding that hung over the meeting. Was there something malevolent hidden within the pages of the contract with KNN Public Finance, LLC? Were the financial advisors harboring a sinister agenda that would spell doom for the County of Humboldt?
As the Board prepared to vote on the agreement, a sudden chill swept through the room, causing the lights to flicker and the windows to rattle. A sense of dread descended upon the Board members, and a feeling of impending doom filled their hearts. And then, just as the Treasurer-Tax Collector was about to ask for a show of hands, a bloodcurdling scream pierced the air.
One by one, the Board members turned to see a shadowy figure standing at the back of the chamber, its eyes burning with a malevolent light. With a wild cackle, the figure raised its arms and unleashed a wave of darkness that swept through the room, engulfing everything in its path.
In an instant, the Board members were consumed by the darkness, their screams echoing through the chamber as they were lost to the void. And as quickly as it had begun, the darkness dissipated, leaving behind an empty room and a sense of dread that would linger long after the meeting had ended.
And so, the County of Humboldt became a place of fear and shadows, haunted by the specter of that fateful meeting on February 10, 2026. And the agreement with KNN Public Finance, LLC would forever be remembered as the catalyst for the horror that descended upon the County that night.

Noodles: Whoa, that’s some shady business, man. They should just follow the rules and take it down like they agreed to.
Starfish: Yeah, I totally agree. It’s not fair to try and change the rules after the fact. They had 5 years to make their money off the billboard, now it’s time for it to come down.
Noodles: Exactly. I mean, it’s not like they didn’t know what they were getting into when they rebuilt it. The county laid it all out for them and they agreed to it.
Starfish: Right? It’s all in black and white, man. They can’t just expect to do whatever they want and bend the rules to suit them.
Noodles: For sure. I hope the Board of Supervisors sees through all this and just denies their request. They need to stick to the original agreement.
Starfish: Definitely. It’s a matter of following the rules and holding people accountable. Let’s hope they make the right decision and take that billboard down.
