The Board of Supervisors is being asked to authorize the Chair to sign a resolution for the retirement of Mike Hendriks, who has served the County of Humboldt for 21 years. Hendriks has been a valuable employee and his retirement is being recognized by the Board. The resolution is being funded by the General Fund and will have no financial or staffing impact.

7. Submittal of Supervisors’ Monthly Expense Report for May 2026, Pursuant to Government Code Section 53232.3(d)

In the realm of Pokemon, two powerful trainers, Supervisor Brock and Supervisor Misty, faced off in a fierce duel. Supervisor Brock sent out his trusty Onix, a massive rock snake Pokemon known for its incredible strength and durability. Supervisor Misty countered with her powerful Water-type Pokemon, Starmie, a star-shaped creature with psychic abilities.

The battle began with Onix using Rock Slide to try and crush Starmie, but Starmie swiftly dodged the attack with its incredible speed and agility. Starmie retaliated with a powerful Hydro Pump, shooting a powerful stream of water at Onix and dealing a significant amount of damage.

Seeing his Pokemon in trouble, Supervisor Brock commanded Onix to use Earthquake, causing the ground to shake and dealing damage to Starmie. However, Starmie recovered quickly and launched a dazzling Psybeam at Onix, causing it to become confused and unable to attack.

Despite the confusion, Onix managed to land a powerful Stone Edge on Starmie, but Starmie fought back with a powerful Ice Beam, freezing Onix in its tracks. Supervisor Brock, seeing his Pokemon struggling, used a Full Restore to heal Onix and remove the confusion.

With renewed strength, Onix unleashed a devastating Iron Tail, knocking Starmie out cold. Supervisor Misty graciously accepted defeat and congratulated Supervisor Brock on his well-fought victory. The Board of Supervisors applauded the trainers for their excellent display of skill and sportsmanship in the Pokemon duel.

11. Adoption of the Fiscal Year (FY) 2026-27 County Budget and Special District Budgets (4/5 Vote Required)

As they collaborate on the budget adjustments, Zara shares advanced technology and knowledge with the supervisors, helping them find innovative solutions to their financial challenges. With Zara’s guidance, they are able to allocate resources more efficiently and address the structural deficit in the General Fund.

Meanwhile, Zara and the alien civilization use their advanced technology to restore balance to the Earth’s energy fields, preventing a global catastrophe. As the crisis is averted, the supervisors are filled with gratitude for Zara and their alien allies.

As the meeting comes to a close, the supervisors vote to adopt the revised budget with overwhelming support. The alien delegation bids farewell, promising to continue monitoring Earth and offering their assistance in the future if needed.

And so, the County of Humboldt enters a new era of cooperation with an advanced alien civilization, united in their efforts to ensure the prosperity and well-being of both their worlds. Professional Services Agreement with Boys & Girls Club of the Redwoods Regarding the Implementation and Administration of the SMART Moves, SMART Girls and Passport to Manhood Programs in an Amount Not to Exceed Seventy-Two Thousand Dollars ($72,000.00) for the Period of July 1, 2026 Through June 30, 2027

The County of Humboldt is recommending a professional services agreement with the Boys & Girls Club to implement programs for youth, with a budget not exceeding $72,000. 1. Receive the Annual Report from The Humboldt Lodging Alliance (HLA).
2. Direct staff to begin negotiations with HLA to update the Management District Plan (MDP) and the Agreement for Services.
3. Clarify governance responsibilities, fiscal oversight, allocation authority, reporting requirements, and other provisions to align with industry best practices.
4. Retain or consult with a nationally recognized TBID consultant to provide expertise during negotiations and recommend governance best practices.
5. Review and update governing documents to ensure consistency and clarity between the county and HLA.
6. Work collaboratively with HLA and the TBID consultant to prepare amendments for future Board consideration.
7. Identify funding sources for consulting services from available Tourism assessment revenues or contingency funds.
8. Implement updated governance documents to position the district for a successful 2027 renewal.

5. Receive Annual Reports from Travel, Tourism and Arts Partners

The Board of Supervisors in Humboldt County is receiving annual reports from their travel, tourism, and arts partners. These partnerships help support the local economy by promoting small businesses and enhancing traveler services. The partners include Chambers of Commerce, visitor bureaus, and arts organizations. The reports are funded by Measure J and Transient Occupancy Tax and will not have a financial impact on the county. The Board is recommended to receive these reports as part of their strategic plan to promote tourism and economic growth in the county.
