Arcata Fire: a DRILL has just been toned-out for the 300 block of E Street, so it might be carried on their dispatch or tactical channels. Sometimes you can and sometimes you can’t tell by the tone of their voices if it’s a drill message you’re hearing or a real incident. They should say “drill” at regular intervals when doing it, but that doesn’t always happen with many agencies.
