Routine Inspection
01. Demonstration of knowledge.

Conditions Observed: Staff working at the time of inspection were unaware of proper warewashing and sanitizing procedures for food contact surfaces.

ROACHY SAYS:

“The Person In Charge (PIC) and all employees shall have adequate knowledge and shall be properly trained in food safety as it relates to their assigned duties. The PIC shall have adequate knowledge of major food allergens, foods identified as major food allergens, and the symptoms that a major food allergen could cause. The PIC means a designated person who has knowledge of safe food handling practices and the major food allergens as they relate to the specific food preparation activities that occur at the food facility. 02. Food safety certification, food handler card compliance

Conditions Observed: The facility is currently without a Food Safety Certified (FSC) owner or employee. Corrective Action: within 60 days of this inspection ensure that the facility has at least one FSC owner or employee, and a copy of their certification is kept on-site and available for review during inspections.

ROACHY SAYS:

“Food facilities that prepare, handle, or serve non-prepackaged potentially hazardous food, shall have an owner or employee who has passed an aproved food safety certification examination. Food handlers that prepare, handle, or serve non-prepackaged potentially hazardous food, shall obtain a valid Food Handler Card within 30 days after date of hire. (113947.1-113947.5, 113948)”

07. Adequate handwash facilities supplied and accessible.

Conditions Observed: Paper towel dispenser in the employee restroom was empty. Corrective Action: ensure that all dispensers for toiletry items (soap, paper towels and toilet paper) are stocked and in working condition.

ROACHY SAYS:

“Handwashing facilities shall be provided within or adjacent to toilet rooms, food preparation, and warewashing areas. Handwashing facilities shall be clean, unobstructed, and accessible at all times. Handwashing facilities shall be provided with soap and sanitary single use towels in approved dispensers. Dispensers shall be maintained in good repair. A handwashing facility shall not be used for purposes other than handwashing. (113953, 113953.1, 113953.2, 114067(f))”

22. Hot and Cold Water Available

Conditions Observed: Water temperature at the 3-compartment sink intended for warewashing was measured at 93 Fahrenheit. Facility must cease providing any and all non-prepackaged food/drink until water temperature can be provided at a minimum of 120 Fahrenheit for proper warewashing and sanitizing.

ROACHY SAYS:

“An adequate, protected, pressurized, approved potable supply of hot and cold water shall be provided at all times. Hot water shall be supplied at a minimum temperature of 120F when measured from the faucet. The temperature of water provided to handwashing facilities shall be at least 100F. Handwashing facilities equipped with non-adjustable faucets shall have their temperature set between 100F and 108F. Hot water shall be provided at the food preparation sink and janitorial sink. (113953(c), 114099.2(b), 114163(a)(3), 114189, 114192, 114192.1, 114195)”

35. Warewashing: installed, maintained, used, Adequate Means to measure sanitizer

Conditions Observed: 3-compartment sink lacks an adequate means of closing the drains (drain valves or drain plugs). There was no means to check the concentration of the sanitizing solution required for warewashing (e.g. test strips).

“Facilities that prepare food shall be equipped with a manual warewashing sink that has at least three compartments with two integral metal drainboards, except as specified in 114099(c). A warewashing sink shall not be used for handwashing except as specified in 114125(a). Sink compartments shall be large enough to accommodate immersion of the largest equipment and utensils used. Testing materials shall be provided to adequately measure the applicable sanitization method used during manual or mechanical warewashing. (114067(f,g), 114099, 114099.3, 114099.5, 114101(a), 114101.1, 114101.2, 114103, 114107, 114125(a))”

45. Floor, walls, and ceilings: built, maintained, clean.

Conditions Observed: Observed missing and damaged ceiling tiles in the dish room/store room. Observed holes in the wall above the 3-compartment sink. Corrective Action: ensure that all ceiling tiles are intact and in good condition, and plug/repair holes in wall to prevent possible entry of vermin.

The walls and ceiling shall be smooth, durable, nonabsorbent, and easily cleanable. Flooring and base coving shall be smooth, durable, and made of approved nonabsorbent material that is easily cleanable. Floor surfaces shall be coved at the juncture of the floor and wall with a 3/8 inch minimum radius and shall extend up the wall at least 4 inches. 41. Plumbing: proper backflow devices.

Conditions Observed: Please correct: leak coming from the hot water line at the hand sink located in the public restroom. Please repair ASAP.

ROACHY SAYS:

“Steam tables, ice machines, ice bins, food preparation sinks, display cases, walk-in refrigeration units, and other similar equipment that discharge liquid waste shall drain into a floor sink with an air gap or other approved type of receptor. All plumbing and plumbing fixtures shall be installed in compliance with applicable local plumbing ordinances, maintained so as to prevent any contamination, kept clean, fully operative, and in good repair. The potable water supply shall be protected with a backflow or back siphonage protection device. Any hose used for potable water shall be of approved materials, labeled, properly stored, and used for no other purpose. Liquid drain lines shall not pass through an ice machine or an ice storage bin. (114171, 114190, 114192, 114193, 114193.1, 114199, 114201, 114269)”

Conditions Observed: Encountered an empty paper towel dispenser at handwashing sink located next to 3 comp sink. Dispensers shall be well stocked throughout the day. Unable to correct on site. Scheduled re-inspection to assure DHS that corrections have been made.

22. Hot and Cold Water Available

Conditions Observed: REPEAT VIOLATION: Measured insufficient delivery of hot water: hot water to all sinks measured 93F. Hot water shall measure a minimum of 100 degrees Fahrenheit at handwashing sinks and a minimum of 120 degrees Fahrenheit at the 3 compartment sink. Please correct with in 24 hrs. Reinspection scheduled to assure DHS that violation is corrected.

Conditions Observed: Enclountered cluttered warewashing 3 comp sink area. Boxes, cans bottles unorganized. Please clear sink, remove clutter and organize area.

40. Wiping cloths: properly used and stored.

Conditions Observed: No evidence of sanibuckets. Provide a method to sanitize surfaces. Discussed sanitizing solutions. Dilute ONE teaspoon of bleach in ONE gallon of clean warm water. COS 100ppmCl. Reinspection scheduled to assure DHS that sanitizing is practiced.

ROACHY SAYS:

“Wiping cloths used to clean food spills shall be used only once or stored in a sanitizing solution of an approved concentration as specified in section 114099.6. Dry or wet cloths that are used with raw foods of animal origin shall be kept separate from cloths used for other purposes, cloths that come into contact with raw foods of animal origin shall be kept in a separate sanitizing solution. Wiping cloths shall be free of food debris and visible soil. Working containers of sanitizing solutions for storage of in-use wiping cloths shall be used in a manner to prevent contamination of food, equipment, utensils, linens, or single-use articles. Wet wiping cloths shall be laundered daily. Dry wiping cloths shall be laundered as necessary to prevent contamination of food and clean serving utensils. (114135, 114185.1, 114185.3(d-e))”

Conditions Observed: Observed a leak coming from the hot water line at the hand sink located in the public restroom. Please repair ASAP.Scheduled reinspection.

Conditions Observed: Hot water at 3 comp sink measure 102. Hot water tied into public hot water handsink in restroom. Restroom sink faucet to be replaced with a safer faucet.

Conditions Observed: Found in restroom, exhaust hood ventilator out of order. Please repair.

ROACHY SAYS:

“Approved exhaust hoods shall be provided to remove toxic gases, heat, grease, vapors and smoke. Canopy-type hoods shall extend six inches beyond all cooking equipment. Toilet rooms shall be consistent with local building codes and vented to the outside air by a screened openable window, air shaft, or light-switch activated exhaust fan. Adequate lighting shall be provided in all areas to facilitate cleaning and inspection. Light fixtures in areas where open food is stored, served, prepared, and where utensils are washed shall be of shatterproof construction or protected with light shields.
