Routine Inspection
07. Adequate handwash facilities supplied and accessible.

Conditions Observed: Observed a pitcher stored in basin of handwash sink. Maintain handwash sink unobstructed at all times for handwashing. Pitcher was removed by the inspector and placed in 3 compartment sink.

ROACHY SAYS:

“Handwashing facilities shall be provided within or adjacent to toilet rooms, food preparation, and warewashing areas. Handwashing facilities shall be clean, unobstructed, and accessible at all times. Handwashing facilities shall be provided with soap and sanitary single use towels in approved dispensers. Dispensers shall be maintained in good repair. A handwashing facility shall not be used for purposes other than handwashing. (113953, 113953.1, 113953.2, 114067(f))”

15. Food contact surfaces: clean and sanitized.

Conditions Observed: Measured chlorine sanitizer 0PPM at dishwasher. Maintenance employee came onsite to provide a new container of sanitizer, however a measurable amount of chlorine was not detected on a test strip. Kitchen employee set up sanitizer solution at 3 compartment sink, with 100PPM chlorine sanitizer and will manually warewash utensils until the dishwasher is repaired. Provide proof of correction for the dishwasher to this office by 10/24/21 in place of a reinspection.

ROACHY SAYS:

“Food-contact surfaces and utensils shall be clean to sight and touch. Food-contact surfaces and multiservice utensils shall be effectively washed, rinsed, and sanitized to remove or completely loosen soils by use of manual or mechanical methods. Precleaning may be required. Manual sanitization shall be accomplished during the final rinse by contact with solution containing 100 ppm available chlorine, 200 ppm quaternary ammonium, or another approved sanitizer. Mechanical sanitization shall be accomplished in the final rinse by achieving a utensil surface temperature of 160F or by contact with solution containing 50 ppm available chlorine, 200 ppm quaternary ammonium, or another approved sanitizer. After cleaning and sanitizing, equipment and utensils shall be air dried. Mechancial warewash machines must be approved and installed and operated according to manufacturer's specifications. Food contact surfaces, utensils, and equipment shall be cleaned and sanitized at the following times: before each use with different type of raw food of animal origin, when changing from raw food to ready to eat food, between uses with raw produce and potentially hazardous food, before using a thermometer, and any time during the operation when contamination may have occurred. Warewash sinks used to wash wiping cloths, wash produce, or thaw food must be cleaned and sanitized before and after these uses. Equipment, food contact surfaces, and utensils must be cleaned and sanitized throughout the day at least every four hours or as needed to prevent contamination. 31. Food storage; food storage containers identified.

Conditions Observed: Observed boxes of food stored on the floor in walk-in freezer. Store foods at least 6 inches above the floor to prevent contamination.

ROACHY SAYS:

“Adequate and suitable space shall be provided for the storage of food. Food shall be protected from contamination by storing the food in a clean, dry location, where it is not exposed to splash, dust, vermin, or other forms of contamination or adulteration, and at least six inches above the floor. Food shall not be stored in any of the following ways: in locker rooms, toilet rooms, dressing rooms, refuse rooms, mechanical rooms, under sewer lines that are not shielded to intercept potential drips, under leaking water lines, including leaking automatic fire sprinklers heads, or under lines on which water has condensated, under open stairwells or under sources of contamination. Working containers holding food or food ingredients that are removed from their original packages for use in the food facility shall be identified with the common name of the food. Non-prepackaged food may not be stored in direct contact with undrained ice. Products that are held by the permit holder for credit, redemption, or return to the distributor, such as damaged, spoiled, or recalled products shall be segregated and held in designated areas that are separated from food, equipment, utensils, linens, and single-use articles. 36. Equipment / Utensils approved; installed, clean, good repair, capacity.

Conditions Observed: Observed single-use paper cup used to portion bulk foods stored in bulk food container. Obtain an approved utensil, with a handle, and store with the handle facing up out of contact with the food to prevent cross-contamination. Observed buildup on juice dispensers, specifically the orange juice dispenser. Follow manufacturer instructions to maintain the juice dispenser machine clean.

All new and replacement equipment shall be properly installed and be certified or classified for sanitation by an ANSI accredited certification program. Electrical appliances must meet UL standards. Single-use articles shall not allow migration of deleterious substances or impart colors, odors, or tastes to food. Multi-use food contact surfaces must be smooth, free of breaks, chips, and similar imperfections; free of sharp internal angles, corners, and crevices; finished to have smooth welds and joints; be accessible for cleaning and inspection. Unless specified, wood and wood wicker may not be used as a food-contact surface. Unless specified, copper and copper alloys such as brass may not be used in contact with a food that has a pH below six or for a fitting between a backflow preventer and a carbonator. Conditions Observed: Handwash sink is lacking paper towels and soap. Keep required supplies stocked in dispensers at all times for proper handwashing.

08. Proper hot and cold holding temperatures.

Conditions Observed: Measured ambient temperature of TurboAir refrigerator 47F. Adjust/service/repair TurboAir refrigerator to hold cold potentially hazardous foods at/below 41F. Install an internal thermometer in the warmest part of this unit to monitor holding temperatures regularly.

ROACHY SAYS:

“Except during preparation, cooking, cooling, transportation to or from a retail food facility for a period of less than thirty minutes, when time is used as the public health control, or as otherwise specified, potentially hazardous foods shall be maintained at or below 41F or at or above 135F. The following foods may be held at or below 45F: raw shell eggs, unshucked live molluscan shellfish, pasteurized milk and pasteurized milk products in original sealed containers, potentially hazardous foods held during transportation. Potentially hazardous foods held for dispensing in serving lines and salad bars may be held at 45F, not to exceed 12 hours in a 24 hour period, if unused portions are discarded. Food preparation shall not exceed two cumulative hours without a return to the required holding temperatures. (113996, 113998, 114037, 114343(a))”

27. Approved thawing methods used; frozen food.

Conditions Observed: Potatoes stored in the Arctic Air freezer were thawed and measured 40F. Manufacturer instructions on packaging states, “Keep frozen until ready to use.” The kitchen is not currently providing hot breakfast during the COVID-19 pandemic. Thawed potatoes were discarded and service invoice provided verifying that the freezer was repaired, thank you.

ROACHY SAYS:

“Frozen foods shall be stored or displayed in their frozen state unless being thawed in the following manner: under refrigeration that maintains the food temperature at 41F or below, completely submerged under potable running water for a period not to exceed two hours at a water temperature of 70F or below and with sufficient water velocity to agitate and flush off loose particles into the sink drain, in a microwave oven if immediately followed by immediate preparation, or as part of a cooking process. Conditions Observed: Observed boxes of food stored on the floor in walk-in freezer. Store foods at least 6 inches above the floor to prevent contamination to foods or a potential food source for vermin.

Conditions Observed: Observed cheese sticks stored in walk-in refrigerator holding at 40F. Manufacturer’s instructions state, “Do not let thaw.” Please follow manufacturer’s instructions on commercially prepared foods for food safety. Approximately 20 cheese sticks were discarded, thank you for correcting this major violation.

ROACHY SAYS:

“Food shall be produced, prepared, stored, transported, and served so as to be free from adulteration and spoilage. Employees shall not commit any act that may cause the contamination or adulteration of food or food contact surfaces. Containers previously used to store poisonous or toxic materials shall not be used to store food, utensils, or single use articles. Utensils used for tasting shall be discarded or washed, rinsed, and sanitized between tastings. Ice used as a medium for cooling food and beverages shall not be offered for consumption. Food shall be inspected upon receipt and prior to any use, storage, or resale. Shell eggs shall be received clean, sound, and not exceed restricted tolerances for US Consumer Grade B Standards. 22. Hot and Cold Water Available

Conditions Observed: Hot water measured 117F with probe thermometer at 3 compartment sink. The faucet at the 3 compartment sink is not functioning correctly, and cold water is not capable of being shut off which is affecting the hot water temperature. Repair faucet at 3 compartment sink to provide hot water at or above 120F at all times.

ROACHY SAYS:

“An adequate, protected, pressurized, approved potable supply of hot and cold water shall be provided at all times. Hot water shall be supplied at a minimum temperature of 120F when measured from the faucet. The temperature of water provided to handwashing facilities shall be at least 100F. Handwashing facilities equipped with non-adjustable faucets shall have their temperature set between 100F and 108F. Hot water shall be provided at the food preparation sink and janitorial sink. Conditions Observed: Observed broken faucet at 3 compartment sink; The cold water does not completely turn off, causing water temperatures to lower. Repair faucet.

“Steam tables, ice machines, ice bins, food preparation sinks, display cases, walk-in refrigeration units, and other similar equipment that discharge liquid waste shall drain into a floor sink with an air gap or other approved type of receptor. All plumbing and plumbing fixtures shall be installed in compliance with applicable local plumbing ordinances, maintained so as to prevent any contamination, kept clean, fully operative, and in good repair. The potable water supply shall be protected with a backflow or back siphonage protection device. Any hose used for potable water shall be of approved materials, labeled, properly stored, and used for no other purpose. Conditions Observed: Measured chlorine sanitizer 0PPM at dishwasher. Use chlorine test strips daily to verify the chlorine sanitizer solution measures 50PPM. Repair the dishwasher to dispense chlorine sanitizer solution at 50PPM and submit service invoice to this office. In the meantime, use the manual 3 compartment method to wash, rinse and sanitize utensils. Manager Paige, set up 3 compartment sink for manual warewashing and chlorine sanitizer solution measured 100PPM.

Conditions Observed: Observed open bags of cereal and pancake flour in cabinet. Once a bag of food is opened, transfer it to a rigid container with a tight fitting lid, or seal the bag to protect foods from contamination and prevent vermin attraction. Observed fish food stored in Arctic Air refrigerator. Find another location for the fish food that will not potentially contamination food used for human consumption.

Conditions Observed: Observed failed coving tiles under 3 compartment sink. Repair coving to provide a smooth surface.

“Food facilities shall be fully enclosed in a building consisting of permanent floors, walls, and an overhead structure that meets minimum standards. The walls and ceiling shall be smooth, durable, nonabsorbent, and easily cleanable. Flooring and base coving shall be smooth, durable, and made of approved nonabsorbent material that is easily cleanable. Floor surfaces shall be coved at the juncture of the floor and wall with a 3/8 inch minimum radius and shall extend up the wall at least 4 inches.
