The film is set in early 1993 and takes place in a decaying Bab El-Oued, a poor neighborhood in contemporary Algiers. It provides a glimpse to the human costs of economic and political decline, and helps in understanding the reasons underlying the power of new and violent forms of Islamic militancy.
